Vesting UNC-CH police officers and UNC-CH non-sworn security officers with the lawful authority to use objectively reasonable Force and to protect the public requires monitoring, evaluation, and a careful balancing of all interests.

It is the policy of the University of North Carolina at Chapel Hill Police Department (UNC-CH Police Department) to thoroughly investigate all officer-involved shootings, in-custody deaths, or incidents that result in serious injuries.

Incident and Investigation reports must be screened by the Criminal Investigations Division (CID) supervisor, to determine which cases need follow up. Cases that warrant continued investigation, are then assigned by the CID supervisor. The CID supervisor maintains a record of each assignment. Each case is given an administrative designation that indicates its working status.

UNC Police: General Order 08-06R2 - Investigative Task Forces

To provide guidelines for the establishment of multi-agency task forces. Task forces may be developed with agencies having concurrent or adjoining jurisdictions to investigate specified crimes or criminal activities that present a threat to the University community.

UNC Police: General Order 11-20 - Mobile Communication Devices

It is the policy of the UNC-CH Police Department that its employees must use any Mobile Communication Devices in a manner that is safe and effective. Personnel must not allow use of these devices to compromise in any way their attention to duty; attention to their own safety and that of their fellow officers; and/or attention to persons in need of their assistance.
