Purpose

The purpose of this general order (G.O.) is to provide the procedural guidelines by which the University of North Carolina at Chapel Hill Department of Police Department (UNC-CH Police Department) designs and evaluates its activities based on written statements such as goals and objectives.

Policy

The attainment of the goals and objectives for the UNC-CH Police Department must be readily measurable and identifiable. The development of goals and objectives serves three broad purposes. First, employees are given direction and minimum performance standards that are used to meet not only their individual evaluations but to help accomplish specific goals and objectives of the UNC-CH Police Department. Second, each division and section can establish measurable sub-objectives which contribute to the accomplishments of the UNC-CH Police Department. Third, members of the public are provided with a way to measure the performance of the UNC-CH Police Department.

Procedures

I. Departmental Multi-year Plan

  1. The UNC-CH Police Department’s multi-year plan is a five-year plan that forms the basis for the goals and objectives of the UNC-CH Police Department. The multiyear plan is intended to be reviewed on an annual basis and revisions made as deemed necessary based on the UNC-CH Police Department’s accomplishments and the progress made towards goals using input from persons at all levels of the UNC-CH Police Department.
  2. The Chief of Police must ensure that the multiyear goals and operational objectives are well planned and documented in order to provide for adequate staffing/operational funding for future years. Multi-year planning includes:
    1. Long-term goals and operational objectives;
    2. Anticipated workload and population trends;
    3. Anticipated personnel levels;
    4. Anticipated capital improvements and equipment needs; and
    5. Provisions for review and revision as needed.

    The multi-year plan supports the mission, vision, and values of the UNC-CH Police Department, as well as the mission, vision, and values of the University of North Carolina at Chapel Hill.

II. Procedural Guidelines for Department Goals and Objectives

The following procedures are used during the annual preparation and distribution of the UNC-CH Police Department’s statement of goals.

  1. The UNC-CH Chief of Police and the UNC-CH Police Department senior staff, annually hold a planning meeting to evaluate progress on goals and objectives for the current year, to develop departmental goals and objectives for the upcoming year, and to review and to make any amendments to the UNC-CH Police Department’s multi-year plan. Significant consideration in the planning process includes: citizen needs and priorities as assessed by feedback instruments; employee needs and priorities as assessed by the senior staff after input from their managers; supervisors and/or employees or other feedback mechanisms; crime analysis and trend information; current budget; and the UNC-CH Police Department’s multi-year plan.
  2. The goals and objectives established at the annual planning meeting are developed using the balanced scorecard method. Each member of the senior staff develop goals and objectives for their specific divisions, using the following balanced scorecard performance measures: customer service; financial performance; crucial process and internal innovation.
  3. Finalized UNC-CH Police departmental goals and measures are distributed to all personnel each year through the employee’s work plans. The timing of this distribution allows for the preparation of the UNC-CH Police Department’s annual budget.
  4. Progress reports on the goals and objectives are made as a regular part of each supervisor’s monthly report. Each senior staff member forwards a copy of their monthly report to the UNC-CH Chief of Police, detailing the progress made toward the attainment of the goals.
  5. These goals and progress made on achieving them are communicated to the Associate Vice-Chancellor for Safety and Risk Management, as a part of the monthly reporting process of the UNC-CH Police Department.
