Purpose
The purpose of this general order (G.O.) is to provide members of the University of North Carolina at Chapel Hill (UNC-CH) Police Department with rules for the use of bicycles, motorized two-wheeled vehicles, skateboards, and in-line skates on campus in order to protect against accidents involving pedestrians and to provide rules for securing and storage of bicycles and motorized two-wheeled vehicles.
Policy
UNC-CH Police Department employees must operate bicycles/ motorized two-wheeled vehicles, skateboards, and in-line skates on campus consistent with vehicular laws and in a manner that does not endanger the welfare of pedestrians. Additionally, UNC-CH Police Department employees must not store or secure bicycles/motorized two-wheeled vehicles in a manner which blocks access to buildings or otherwise causes a nuisance on campus.

Definitions and Descriptions
Bicycle: means every device propelled by human power upon which any person may ride, and supported by either two tandem or three wheels, one of which is sixteen inches or more in diameter.
Campus: means all property that (i) is owned or leased in whole or in part by The State of North Carolina and (ii) is subject to the general oversight of the Board of Trustees of the University excepting and excluding:
- Property leased to another not located within one of the areas set out in Parking Zone;
- The University Lake watershed; and
- Property held for use as an official residence for administrative officers of the University.
Main Campus: means the portion of the Campus where the Old Well is located and all other portions of Campus contiguous thereto by University ownership or lease that are north of Fordham Blvd. For purposes of illustration, this definition is intended to include the portions of Campus commonly referred to as “North Campus” and “South Campus,” and exclude (without limitation) the portions of campus commonly referred to as “Carolina North,” the “Mason Farm Property,” and “University Lake.”
Motorized Two Wheel Vehicle: means any Two-Wheeled (or three-wheeled) Vehicle that is self-propelled by means of an internal combustion motor or a battery powered motor, and is capable of carrying passenger(s), including, without limitation, Internal Combustion Two-Wheeled Vehicles and Electric Two-Wheeled Vehicles.

The UNC-CH Police Department follows this policy, as well as all supporting policies and practices, as outlined in the most current version of “The Ordinance Regulating Traffic and Parking on the Campus of The University of North Carolina at Chapel Hill” that is published each year and found on the UNC-CH Department of Transportation and Parking’s (DT&P) website.
