University of North Carolina at Chapel Hill Policy on SHRA Temporary to Permanent Change in Status Waiver
Introduction
Purpose
The University of North Carolina at Chapel Hill ("UNC-Chapel Hill" or "the University") provides units with the option of hiring an SHRA Temporary Employee into a Permanent Position by using the Temporary to Permanent Waiver process. This policy outlines the conditions under which Temporary Employees may be waived into Permanent Positions.
Scope
This policy is only applicable to SHRA positions. This policy applies to all direct-hire temporary employees and University Temporary Services (UTS) employees working at UNC-Chapel Hill who meet the requirements outlined in Section 8.1 of the State of North Carolina Office of State Human Resources (OSHR) Recruitment and Posting of Vacancies Policy.

Policy Statement
The University provides a process for units to directly hire Temporary Employees into vacant, permanent positions without posting the position when specific criteria are met in accordance with the OSHR Recruitment and Posting of Vacancies Policy.
See Section 8.1 of the OSHR Recruitment and Posting of Vacancies Policy for information on the required criteria for eligibility.
The procedure for requesting a Temporary to Permanent Waiver is outlined in the SHRA Temporary to Permanent Change in Status Waiver Procedure. Note that submission of a Temporary to Permanent Waiver does not guarantee placement into a Permanent Position. Selection for the Permanent Position will be based on departmental needs, budgetary constraints, the employee meeting the required qualifications, experience, performance of the employee in the temporary position, and Office of Human Resources approval.
Definitions
- Permanent Position: A permanently established position in which the employee is expected to be retained in the position on a permanent basis once requirements of the probationary period have been satisfied.
- SHRA position: A University position that is subject to rules and regulations under the North Carolina State Human Resources Act.
- Temporary Employee: A temporary employee is employed for a limited duration, to meet short-term staffing needs, subject to the duration requirements of the SHRA Temporary Employment Policy.
- Temporary to Permanent Waiver: A process that allows units to hire a temporary employee into an existing, vacant, permanent position without posting and recruiting for the position, subject to certain performance and employment criteria.
