Introduction

Purpose

To assist The University of North Carolina at Chapel Hill ("the University") community in its ongoing efforts to embrace free speech and free expression while simultaneously upholding protections against unlawful activity.

Scope of Applicability

This Policy applies to all students, staff, and faculty of the University, as well as all campus visitors wishing to engage in expressive conduct on campus.

Policy

Policy Statement

The University is committed to providing an inclusive and flourishing environment for free speech and expression consistent with the First Amendment of the U.S. Constitution and Section 14 of the North Carolina State Constitution. The University may, however, impose viewpoint- and content-neutral restrictions on the time, place, and manner of expression in order to achieve a significant institutional interest. These restrictions will be clear, published, and provide ample alternative means of expression.

All persons on University property must abide by all applicable laws and regulations as well as the University’s policies. Thus, the University may refuse or remove any person whose presence substantially interferes with or disrupts the University’s operations, including interfering with or disrupting the academic, research, or patient care environments, or any person who violates or refuses to comply with University policies or applicable law or regulation.

The University will annually inform new students, faculty, and staff about this Policy and the related Standards. The University will also train new students on this Policy during new student orientation.

Policy supplements and does not supplant or modify state laws governing the activities of public officials. Policy shall be implemented in accordance with regulations and guidelines adopted by the President of the UNC System:
