Department of Athletics: Policies and Procedures Governing Parking Passes, Credentials, Tickets, and Complimentary Admissions

A. Preamble and Definitions

The University of North Carolina at Chapel Hill expects full compliance with all applicable laws, legislation, and regulations, as well as all NCAA, ACC, and institutional policies and procedures regarding Parking Passes, Credentials, Tickets, and Complimentary Admissions. This Policy is intended to facilitate this compliance. In addition, this Policy is intended to ensure proper controls, tracking, and documentation of all items of Inventory so that the Department of Athletics can at any time provide an accurate accounting of orders, deliveries, provisions, distributions, sales, and, where appropriate, uses of Inventory.

The following definitions shall apply for purposes of this Policy:

  1. "ACC" shall mean the Atlantic Coast Conference.
  2. "ACS" shall mean the ACS Athletics software used by the Department of Athletics.
  3. "Away UNC Athletic Event" shall mean any competition involving a UNC varsity athletic team that takes place on the campus of or in a venue owned, leased, or used by another institution or entity hosting the event. In some cases, a Neutral Site Game, Bowl Game, postseason tournament game, or other UNC Postseason Competition Event may also constitute an Away UNC Athletic Event.
  4. "Bowl Game" shall mean a postseason football game in which the UNC Football team participates.
  5. "Business Office" shall mean, collectively and individually, the finance, accounting, and other business operations staff within the Department of Athletics.
  6. "Compliance Office" shall mean the NCAA Compliance staff, collectively and individually, within the Department of Athletics.
  7. "Complimentary Admission" shall mean any form of unpaid access provided in some manner by the Department of Athletics to an individual attending a UNC athletic event for which Tickets are issued and used by general patrons for admission. This may include, but is not limited to, Complimentary Tickets and admission by means of a Pass List.
  8. "Complimentary Inventory" shall mean any item(s) of Inventory provided to any entity or internal or external individual free of charge. Complimentary Tickets, Complimentary Admissions, Parking Passes provided free of charge, and Credentials provided on a complimentary basis shall all constitute Complimentary Inventory.
  9. "Complimentary Ticket" shall mean any Ticket provided free of charge.
  10. "Conference Tournament Game" shall mean any competition involving a UNC varsity athletic team which is part of a tournament organized by a conference in which UNC is a member institution.
  11. "Credential" shall mean any printed, electronic, or other form of authorization provided or controlled by the Department of Athletics or Educational Foundation and intended to grant privileges or access to an area or areas not generally available to other patrons at any UNC athletic contest. This definition shall include individual game Credentials as well as any Credentials that constitute Multiple Game Inventory (for example, season-long Credentials).
  12. "Department" or "Department of Athletics" shall mean the Department of Athletics at UNC, including all units governed and individuals thereunder employed.
  13. "Department's Ticketing System" shall mean the Ticket sales and processing software currently used by the Department of Athletics.
  14. "Duplicate Ticket" shall mean any subsequent Ticket(s) printed or otherwise created for a particular seat or location of a Home UNC Athletic Event after a Ticket has been initially created for such seat or location at such contest.
  15. "Educational Foundation" shall mean the independent entity responsible for working with the Department of Athletics in furtherance of the Department's fundraising objectives.
  16. "Employees" shall collectively mean individuals employed by the Department of Athletics, UNC's Department of Sports Medicine, or the UNC Academic Support Program for Student-Athletes, as well as individuals employed by the Educational Foundation. "Employee" shall mean any singular such individual. (Employees of the Educational Foundation are expected to help ensure compliance with this Policy. Solely for purposes of convenience for this Policy, Educational Foundation staff members are included in this definition of "Employees," even though the Educational Foundation is a legal entity separate from UNC. Employees of third parties performing work for or on behalf of the Department of Athletics are also expected to help ensure compliance with the provisions of this Policy at all times, although they are not included in the definition of "Employees" under this Policy.)
  17. "Executive Team" shall mean the executive leadership of the Department of Athletics, as determined by the Director of Athletics.
  18. "General Admission Ticket" shall mean any Ticket which does not provide a specific assigned seating location. This definition shall include "standing room only" and other similar types of Tickets.
  19. "Hard Ticket" shall mean any printed or otherwise physically tangible Ticket that has not been redeemed or voided.
  20. "Home UNC Athletic Event" shall mean any Ticketed UNC varsity athletic contest played in a venue on the campus of UNC and for which the Department of Athletics controls Inventory. This definition shall include, but not be limited to, each "Home UNC Football Game," "Home UNC Men's Basketball Game," "Home UNC Women's Basketball Game," "Home UNC Baseball Game," "Home UNC Men's Lacrosse Game," "Home UNC Men's Soccer Game," "Home UNC Women's Soccer Game," and other such events. (Together, Home UNC Men's Soccer Games and Home UNC Women's Soccer Games may be referred to as "Home UNC Soccer Games.") UNC varsity athletic contests occurring off of UNC's campus but for which the Department of Athletics originally controls the majority of the Inventory may also be considered Home UNC Athletic Events. In addition, any event governed by a contract specifying UNC as the "home team," "host institution," or some other similar designation may render such contest a Home UNC Athletic Event for purposes of this Policy. A UNC Postseason Competition Event may, in some cases, constitute a Home UNC Athletic Event if such contest takes place on the campus of UNC and/or designates UNC as the host institution.
  21. "Inventory" shall mean all Credentials, Parking Passes, Tickets, and Complimentary Admissions owned or controlled in any way by the Department of Athletics or Educational Foundation. This definition is intended to include, but not be limited to, those items which also constitute Premium Seating Inventory and Multiple Game Inventory.
  22. "Multiple Game Inventory" shall mean all items of Inventory pertaining to more than one UNC athletic contest requiring separate admission (including, but not limited to, Inventory intended for season-long use or access).
  23. "NCAA" shall mean the National Collegiate Athletic Association.
  24. "NCAA Tournament Game" shall mean any competition involving a UNC varsity athletic team which is part of a tournament organized by the NCAA.
  25. "Neutral Site Game" shall mean a Ticketed, non-postseason UNC athletic contest played neither on the campus of UNC or the opposing institution, but rather held at a venue unaffiliated with either university. The Department of Athletics typically does not control the majority of the Inventory for Neutral Site Games as hereby defined. Most Neutral Site Games are governed by specific contracts pertaining thereto and stipulate a certain quantity of Inventory to be made available to UNC.
  26. "Parking Pass" shall mean any printed, electronic, or other form of authorization issued or in any other manner provided by the Department of Athletics or Educational Foundation and intended to grant parking access to a parking area or space for any UNC athletic contest. This definition shall include individual game Parking Passes as well as Parking Passes that constitute Multiple Game Inventory.
  27. "Pass List" shall mean a list or other similar documentation form(s) of names with corresponding spaces for signatures of recipients of Complimentary Admissions at a UNC athletic contest.
  28. "Policy" shall mean these Department of Athletics Policies and Procedures Governing Parking Passes, Credentials, Tickets, and Complimentary Admissions.
  29. "Postseason Inventory" shall mean a Postseason Ticket or any Credential or Parking Pass for a UNC Postseason Competition Event.
  30. "Postseason Ticket" shall mean a Ticket to a UNC Postseason Competition Event.
  31. "Premium Game" shall mean a Home UNC Athletic Event designated by the Department of Athletics as such due to anticipated high demand for Inventory. Home UNC Men's Basketball Games against Duke University and North Carolina State University, for example, are typically designated as Premium Games.
  32. "Premium Seating Inventory" shall include: courtside, lower level, and mezzanine level seating at Home UNC Men's Basketball Games; courtside seating at Home UNC Women's Basketball Games; and seating in the Blue Zone, North Koury Box, South Koury Box, Mezzanine, and Pope Box at Home UNC Football Games.
  33. "Prescribed Allotment" shall mean the specific number of Inventory items provided for personal use to an individual Employee as set forth in this Policy. The Prescribed Allotments for each sport are stipulated herein.
  34. "Prospective Student-Athlete" shall mean any individual defined as such by NCAA rules.
  35. "Season Tickets" shall mean an allotment of Tickets, Complimentary Admissions, or other form of access to all Home UNC Athletic Events in a particular sport for an entire season.
  36. "Ticket" or "Tickets" shall mean any printed, electronic, or other form of authorization provided or sold by the Department of Athletics or Educational Foundation for the purpose of granting access to a seating area or specific seating location within a venue for a UNC athletic contest. This definition shall include individual game Tickets as well as any Tickets that constitute Multiple Game Inventory (Season Tickets, for example).
  37. "Ticket Office" shall mean the ticketing staff, collectively and individually, within the Department of Athletics.
  38. "Ticket Office Manager" shall mean the Department of Athletics staff member with responsibility for day-to-day management of the Ticket Office. The Ticket Office Manager reports to the Ticket Office Supervisor.
  39. "Ticket Office Supervisor" shall mean the Executive Team member in the Department of Athletics with ultimate oversight of the Ticket Office's operations and to whom the Ticket Office Manager reports.
  40. "Ticket Stub" shall mean a Ticket or remnant thereof that has been torn, scanned, or otherwise redeemed.
  41. "Ticketed" shall mean an athletic event involving a UNC athletic team for which Tickets are issued.
  42. "UNC" or "University" shall mean the University of North Carolina at Chapel Hill.
  43. "UNC Postseason Competition Event" shall mean any Ticketed athletic event involving a UNC varsity athletic team taking place after the conclusion of such team's regular season. UNC Postseason Competition Events include, but are not limited to, Bowl Games, Conference Tournament Games, conference championship games, and NCAA Tournament Games.

B. General Operations of the Ticket Office and Access to Home UNC Athletic Events

1. Objectives

  1. Athletic event Tickets provide an important source of revenue for the Department of Athletics. Appropriate management of Tickets can help ensure NCAA compliance, protect revenue, and help avoid negative publicity for UNC. Therefore, the provisions of this Policy are to be strictly followed.
  2. As Employees who have frequent interaction with patrons, it is imperative that all Ticket Office staff provide outstanding customer service in a friendly, engaging, and courteous manner at all times. This proper public relations posture is critical to promoting continued support for UNC and the institution's varsity athletic teams.
  3. The Ticket Office Manager shall work with other parties as appropriate to foster an environment that protects the integrity of the Department of Athletics' business operations and maintains proper Inventory controls. Among other things, this shall require the careful handling, tracking, documentation, and accounting for distribution of all items of Inventory.
  4. All Employees are expected to maintain a current knowledge of UNC, ACC, and NCAA rules involving Inventory as herein defined. The Ticket Office Manager shall periodically assist in educational efforts on these matters and shall work with the Compliance Office as necessary in fulfillment of this responsibility.

2. Design of Inventory

  1. The Ticket Office Manager, in consultation with other parties as appropriate, shall coordinate the design, layout, and printing specifications for Inventory in a manner commensurate with Department of Athletics philosophy. Inventory designs should be consistent with the Department's marketing and branding initiatives when possible.

3. Orders and Deliveries of Inventory

a. Orders and Production of Inventory

  1. All orders of Inventory to any outside producer and/or supplier should be placed by the Ticket Office after consultation with and approval by the Ticket Office Supervisor. An itemized record of every such order of Inventory created by any external producer and/or supplier must be filed and maintained by the Ticket Office. Such documentation should specify each type of Inventory ordered and the corresponding quantity and serial numbers (or other similar specifications) of every type included in the order (for example, 100 "All Access" passes for a specific Home UNC Athletic Event).
  2. Any other Inventory (including Parking Passes) for any Home UNC Athletic Event created or ordered by any means or by any individual or entity in the Department of Athletics or Educational Foundation other than the Ticket Office should be appropriately reported in a timely manner to the Ticket Office Manager. At proper times, the Ticket Office Manager shall also proactively contact appropriate individuals and units within UNC to remind them to report all items of Inventory created. Records of all items of such Inventory and the quantities thereof must be documented, filed, and maintained by the Ticket Office Manager.
  3. No Duplicate Tickets or General Admission Tickets for Home UNC Football Games, Home UNC Men's Basketball Games, or Home UNC Baseball Games may be ordered or otherwise created without the prior approval of the Director of Athletics or Ticket Office Supervisor. (This provision shall exclude reprints of Tickets in cases where the original Ticket is voided and the reprinted Ticket is the only version used to provide admission.) Similarly, no quantity of Tickets in excess of capacity of the applicable venue may be ordered or otherwise created for any Home UNC Athletic Event without the prior approval of the Director of Athletics or Ticket Office Supervisor. At the discretion of the Director of Athletics or Ticket Office Supervisor, such approval described in this Section can be provided for general production of Duplicate Tickets (for example, to replace lost or stolen Tickets for a particular Home UNC Athletic Event) or General Admission Tickets (for a particular Home UNC Athletic Event for which General Admission Tickets are the primary form of admission). All items of such Inventory and the created quantities thereof must be documented, filed, and maintained by the Ticket Office Manager. The Ticket Office Manager shall be responsible for monitoring such activity described herein and immediately informing the Ticket Office Supervisor of any possible indications of misuse or abuse in this area.

b. Delivery of Inventory

  1. The Ticket Office shall receive all deliveries of Inventory. No Inventory should be delivered to any individual or entity other than the Ticket Office. In the event any such Inventory is mistakenly delivered elsewhere, it should be promptly delivered in its entirety by the receiving party to the Ticket Office.
  2. Before the start of each season for which any Inventory is issued or sold, the Ticket Office shall acquire, file, and maintain itemized invoices and shipping manifests reflecting all quantities of each kind of Inventory ordered by and delivered to the Ticket Office. Such itemized invoices and shipping manifests maintained as records must be original versions of documents created by and delivered to the Department of Athletics by the producer or supplier.

c. Inspection and Storage

  1. After any delivery of Inventory, the Ticket Office shall count all items delivered to ensure they were accurately created and the order was completely fulfilled. Any excess or missing item(s) of Inventory must be documented. Any excess item(s) of Inventory must be retained.
  2. Unless otherwise approved by the Ticket Office Manager and Compliance Office, all items of Inventory shall be treated as valuable commodities and stored in the Ticket Office vault. The Ticket Office Manager shall be responsible for ensuring that items of Inventory are properly stored and safeguarded. The Ticket Office Manager shall ensure that only authorized Ticket Office personnel have access to Inventory.

4. Unassigned Seats or Seating Areas

  1. A list of all seats or seating areas in Kenan Stadium, the Dean E. Smith Center, Carmichael Arena, Fetzer Field, or Boshamer Stadium for which the Ticket Office does not plan to print Tickets, as well as all individual hold codes, must be documented at the beginning of each season. Prior to the beginning of each applicable season, a copy of all such documentation shall be provided by the Ticket Office to the Ticket Office Supervisor and Compliance Office. Upon request, the Ticket Office Manager shall provide to the Ticket Office Supervisor and/or Compliance Office a list of all seats and seating areas in the applicable venue for which Tickets and/or Complimentary Admissions were not printed, sold, provided, or otherwise distributed.

5. Approval before Any Distribution of Inventory

a. Approval Prior to Sale or Distribution of Inventory for any Season

The Ticket Office shall not sell, release, or in any way distribute or allow to be distributed to any internal or external person or entity any item(s) of Inventory for any sport or season until the Ticket Office receives prior and specific approval from the Ticket Office Supervisor and Compliance Office.

b. Additional Approval Required for Particular Items of Inventory

  1. Without the prior approval of the Director of Athletics or Ticket Office Supervisor, none of the following may be provided, sold, or in any way released for use by any individual or entity:

    1. Any Duplicate Ticket such that there exists multiple items of Inventory which can used to access the same assigned individual seat (subject to the exception provided above);
    2. Any General Admission Ticket for any Home UNC Football Game, Home UNC Baseball Game, or Home UNC Men's Basketball Game for which General Admission Tickets are not the primary form of access;
    3. Any Ticket, Complimentary Admission, or other form of access to any area for which the printing of Tickets or granting of access has not been approved by the Ticket Office Supervisor and Compliance Office; or
    4. Any Inventory in excess of the number of items that would yield maximum capacity in the applicable venue.

    Additional required approvals are addressed later in this Policy.

  2. The Director of Athletics or Ticket Office Supervisor shall have the authority to grant the Ticket Office general permission to print and sell or distribute (as appropriate) any or all of the above listed types of Inventory prior to any Home UNC Athletic Event. Any of the Inventory described above which may be sold, released, or otherwise provided or distributed to any individual or entity, whether internal or external, must be promptly documented by the Ticket Office, which shall ensure that the name of each corresponding recipient is also recorded. No less than once each month and on any other occasion upon request, the Ticket Office Manager shall provide a copy of all such documentation to the Ticket Office Supervisor and Compliance Office.

6. Communication of Policies, Procedures, and Documentation Requirements

Before any sale, distribution, or release of any item(s) of Inventory at the start of each season, the Ticket Office Manager shall communicate in writing to all Employees to provide relevant information about policies and procedures related to Inventory controls and documentation standards. Communication about these policies, procedures, and documentation standards should also be sent periodically by the Ticket Office Manager to other appropriate entities.

7. Cash and Ticket Stock

  1. The Ticket Office does not use cash advances but maintains petty cash reserves to use in fulfillment of the Ticket Office's game day operations. When not in use, petty cash should be stored in the Ticket Office vault. The Ticket Office Manager shall communicate with the Business Office as appropriate and ensure all petty cash is properly safeguarded and maintained in accordance with University policies so as to ensure fiscal accountability. Petty cash shall be subject to periodic and random audits.
  2. When feasible, handling of cash and Ticket stock should take place under dual controls, with at least one other person present and attesting for any withdrawal or deposit at a location.

8. Game Settlements and Audits

  1. The distribution of all Inventory, including Inventory provided to any visiting team or institution (or individual or entity affiliated therewith) shall be documented. At the conclusion of each Home UNC Athletic Event for which a representative from the visiting institution supervises the visiting team's Pass List, the Ticket Office shall create a statement of Inventory provided to the visiting institution and receive a signature from a representative of such institution to verify the accuracy of the statement. If no representative from the visiting institution is supervising the Pass List at the Home UNC Athletic Event, the statement of Inventory provided to the visiting institution will be submitted to a representative thereof for signature. Such statements shall, after receiving the appropriate signature(s), be filed and retained by the Ticket Office Manager.
  2. The Ticket Office Manager, working with other parties as appropriate, shall ensure that internal and external audits are conducted periodically of all Inventory. Any uncertainties, disparities, or abnormalities shall be immediately reported to the Ticket Office Supervisor.

9. Inventory Returned from Visiting Teams and Institutions

Any Inventory returned to UNC by a visiting team or institution (or individual or entity affiliated therewith) shall, upon return, again be subject to the documentation and other applicable requirements of this Policy.

10. Ticket Office Hours and Security

The Ticket Office is usually open for business Monday through Friday from 8:30 AM to 4:30 PM. The Ticket Office (or an appropriate satellite location) will also be open for business as necessary on days of Home UNC Athletic Events and other occasions. For security purposes, all external doors to the Ticket Office shall remain locked at all times. The Ticket Office Manager shall ensure that Ticket Office staff members receive periodic training regarding the importance of security and proper safeguarding of Inventory. In addition, the Ticket Office Manager shall assist the Building Manager as appropriate in managing access to and possession of keys, fobs, and other devices that may be used to enter the Ticket Office and Ticket Office vault. Any time an individual is provided a key, fob, or other access device to the Ticket Office or Ticket Office vault, the Ticket Office Manager shall promptly notify the Ticket Office Supervisor. The Ticket Office Manager shall monitor the Ticket Office and vault to ensure the areas are kept secure and that only individuals with legitimate business reasons to access the space are permitted to do so.

11. Access to Home UNC Athletic Events

a. Access to Venues

For any Home UNC Athletic Event, the Ticket Office Manager shall work with other parties as appropriate, including Employees with oversight of Game Operations, to ensure that no individual over a predetermined age is permitted to access the venue without a valid Credential, Ticket, or Complimentary Admission granted by means of a Pass List (or other means approved by the Compliance Office). Individuals age five and under shall not be required to have a valid Ticket, Complimentary Admission, or Credential for Home UNC Soccer Games or Home UNC Men's Lacrosse Games. For all other Home UNC Athletic Events, individuals three years of age and under shall not be required to have a valid Ticket, Complimentary Admission, or Credential to access the venue.

b. Preapproval of Pass List Formats

The format of any Pass List or similar document signed by Complimentary Admission recipients should be reviewed by the Compliance Office in advance so that the Department of Athletics can ensure that all Complimentary Admission recipients properly attest their compliance with applicable legislation and policies.

c. Access to Parking Lots

All non-emergency vehicles parked in parking lots and other areas with restricted access at a Home UNC Athletic Event must have a valid Parking Pass. To help enforce this, access to all restricted parking areas and lots used at each Home UNC Athletic Event shall cease beginning at a specific time predetermined before each contest. Thereafter and until the conclusion of such Home UNC Athletic Event, all vehicles accessing each such parking area or lot shall be required to have a valid Parking Pass for the particular Home UNC Athletic Event, with each such Parking Pass accounted for by the Department of Athletics or other applicable unit on campus. Additional measures may also be taken to ensure that only authorized vehicles are parked in restricted lots and areas. At each Home UNC Athletic Event, the applicable Department of Athletics Executive Team member with oversight of Game Operations shall be responsible for proper monitoring to ensure compliance with the requirements of this Section.

C. General Tracking and Documentation Standards for Sold Inventory

The Ticket Office Manager shall work with other appropriate parties as necessary to ensure that any and all sales of items of Inventory are documented. Documentation for each such item shall include, at a minimum, the type of Inventory, specific location to which the item of Inventory grants access, sale price of the item of Inventory, and, where possible, the name of the purchaser. These requirements shall also apply to Parking Passes provided to Ticket purchasers as part of Ticket purchases and any other sold Inventory.

D. General Provisions Pertaining to Inventory Sales

1. Staffing

  1. The Ticket Office Manager shall work with other parties as necessary, including any outbound Ticket sales staff, to coordinate the day-to-day sales of Inventory for UNC athletic contests. The Ticket Office Manager shall also ensure that all applicable regulations, including the provisions of this Policy, are followed.
  2. Any individual involved in the sale of Inventory for UNC athletic events must remember that quality customer service is of paramount importance. Patrons are to be treated in a respectful, courteous manner at all times.

2. Pricing Philosophy

Pricing for Inventory is determined by the Department of Athletics after consideration of a variety of factors. Revenue from Inventory sales is critically important to the fulfillment of the Department's mission. This is an important element in the determination of appropriate pricing. In addition, the Department weighs demand, seating capacity, strength of schedule, historical team performance, comparable universities' pricing, and broader economic factors.

3. Payment

Cash, checks, and credit cards (including Visa, Mastercard, and American Express) can all be used to pay for Inventory. The Ticket Office also accepts automated clearinghouse transactions, internal UNC account transfers, and state-wide wire transfers between organizations.

4. Applications

a. Season Tickets

Applications for Season Tickets to Home UNC Athletic Events are delivered in advance of each applicable season. Season Ticket applications for Home UNC Men's and Women's Basketball Games are usually mailed in August; Season Ticket applications for Home UNC Baseball Games are usually mailed in October; and Season Ticket applications for Home UNC Football Games are usually mailed in November.

b. Postseason Ticket Applications and Sales

Applications for Postseason Tickets are usually mailed in the latter half of the applicable season and are distributed based on Educational Foundation giving status. The Ticket Office Manager shall ensure that all such applications are made available in an appropriate manner after weighing relevant factors including, but not limited to, availability and anticipated demand. The Ticket Office Manager shall provide to the Ticket Office Supervisor a list of all Postseason Tickets actually sold once applications are returned and processed. The Ticket Office Manager shall also provide to the Ticket Office Supervisor an accounting of all Postseason Tickets subsequently sold at later times. Such documentation should include, at a minimum, the name of each purchaser and the corresponding number of Tickets purchased.

5. Processing of Sold Inventory

  1. Each item of sold Inventory should be processed by and recorded in the Department's Ticketing System. The information for each such sale shall fulfill the minimum documentation requirements of this Policy. As stipulated herein, some Inventory may thereafter be subject to further tracking and documentation requirements.
  2. Generally, scanned Tickets should not be changed to show an "unsold" or any other similar status in the Department's Ticketing System. If for some reason, however, the Ticket Office Manager should ever deem such a change is necessary to ensure accurate reporting, the Ticket Office Manager shall notify the Ticket Office Supervisor of all information pertaining to such situation before making the change in the Department's Ticketing System.

6. Special Access to Purchase Inventory

a. Prior Approval of Quantities and Prices of Inventory Available for Special Purchase or Special Access to Purchase

Approval must be provided by the Director of Athletics, Ticket Office Supervisor, or Ticket Office Manager before any individual, classification of individuals, group, or organization is granted priority, early, discounted, or other special access not available to the general public to purchase Inventory. Such approval must also specify the total quantities of Inventory to be made available to each individual, classification of individuals, group, or organization, as well as the price(s) at which such Inventory may be sold. Any such approval must be documented by the Ticket Office Manager.

b. Notification and Documentation of Discounted or Other Special Offerings to the Public

From time to time and based on availability, the Department of Athletics may offer Ticket packages, discounted pricing, or other Ticket sales promotions and specials. Any such offerings must be approved in advance by the Director of Athletics, Ticket Office Supervisor, or Ticket Office Manager and subsequently documented by the Ticket Office Manager. At the conclusion of each month, the Ticket Office Manager shall inform the Ticket Office Supervisor of each discounted sale or special offering that occurred during such month.

7. Employees' Access to Purchase Premium Seating Inventory, Premium Game Inventory, and Postseason Inventory

No Employee shall be permitted to purchase or arrange for another person, group, or organization to purchase any Premium Seating Inventory, Postseason Inventory, or Inventory for any Premium Game through any early, priority, or preferred access without the prior approval of the Director of Athletics, Ticket Office Supervisor, or Ticket Office Manager. All such sales shall be documented.

8. Monitoring of Sales

a. Monitoring of Sales by the Ticket Office Manager

The Ticket Office Manager shall closely monitor all sales of Inventory, especially sales of Parking Passes, Credentials, and Premium Seating Inventory, as well as Inventory for each Premium Game, Neutral Site Game, Conference Tournament Game, NCAA Tournament Game, and any other UNC Postseason Competition Event. Any abnormalities or indications of potential misuse shall promptly be reported to the Ticket Office Supervisor.

b. Monitoring of Sales by the Ticket Office Supervisor and Compliance Office

  1. On a periodic basis, the Ticket Office Manager shall provide to the Ticket Office Supervisor and Compliance Office documentation of all priority, early, discounted, or other special access made available during such period to any individual (including Employees), classification of individuals, group, or organization to purchase Inventory, as well as the specific items of Inventory and corresponding sale price(s) for all such transactions. Such documentation shall be retained by the Ticket Office Manager.
  2. Similarly, on a periodic basis, the Ticket Office Manager shall provide to the Ticket Office Supervisor and Compliance Office documentation of all sales during such period of Parking Passes, Credentials, and Premium Seating Inventory, as well as all sales of Inventory for each Premium Game, Neutral Site Game, Conference Tournament Game, NCAA Tournament Game, and any other UNC Postseason Competition Event. Such documentation shall specify each purchaser name, the Inventory each purchaser purchased, and the corresponding sale price(s). Such documentation shall be retained by the Ticket Office Manager.

E. Educational Foundation Priority Point System

1. Educational Foundation Priority Point System

  1. The Educational Foundation Priority Point System is designed to reward donor loyalty as well as level of support. Generally, points are accumulated on the following basis:

    1. 1 point per $100 of giving to the Educational Foundation;
    2. 3 points per year of membership in the Educational Foundation;
    3. 15 points for 10 consecutive years of giving to the Educational Foundation;
    4. 30 points for 20 consecutive years of giving to the Educational Foundation;
    5. 45 points for 30 consecutive years of giving to the Educational Foundation; and so on.
  2. The Educational Foundation reserves the right to, at its discretion, award "bonus points" or points for contributions valuing less than $100.
  3. Through such incentives as the "Point After Campaign," the Educational Foundation may also allow members to earn priority points simply by referring new members.

2. Determinations Based on Priority Points

The Educational Foundation Priority Point System is used to determine access to purchase Inventory, seat locations, and parking availability for Home UNC Football Games, Home UNC Men's and Women's Basketball Games, Home UNC Baseball Games, UNC Postseason Competition Events, and other select UNC athletic contests.

F. Conference Game Seating Requirements

The ACC requires a specified number of Tickets for each Home UNC Football Game, Home UNC Men's Basketball Game, and Home UNC Women's Basketball Game be made available to the visiting institution.

G. Student Tickets

Student participation and attendance at UNC athletic events is extremely important in demonstrating support for UNC's teams and fostering an exciting game atmosphere. The Department of Athletics encourages UNC students to attend athletic events and support their colleagues in a positive manner.

1. Allocation

  1. Up to 6,700 Tickets are allocated for UNC student use at each Home UNC Football Game. Between 600 and 6,000 Tickets are allocated for UNC student use at each Home UNC Men's Basketball Game. Ticket allocations for UNC students for all other Home UNC Athletic Events shall be based on availability.
  2. Current UNC student-athletes are typically granted access to one Ticket or Complimentary Admission at Home UNC Athletic Events in sports other than that in which they compete. Complimentary Admissions at certain Home UNC Men's Basketball Games may be limited, however, if there is high demand.
  3. The Ticket Office Manager must provide prior approval before any allocations of Inventory for student use are finalized. For any event at which Inventory customarily allocated for student use is not designated as such, the Ticket Office Manager must provide prior approval of any plan to allocate such Inventory in any alternative way. Once approved, these plans shall be filed and maintained by the Ticket Office. On a periodic basis, the Ticket Office Manager shall update the Ticket Office Supervisor regarding quantities of Inventory allocated for and used by students at games.

2. Pricing

A predetermined number of UNC students will receive Complimentary Admission into all Home UNC Athletic Events upon the presentation of a valid UNC One Card. Provisions of such Complimentary Admissions to UNC students shall not be subject to the tracking and documentation requirements of this Policy. UNC students will be charged face value for each non-Complimentary Ticket unless such Ticket is part of a special promotion or discount offer approved pursuant to this Policy.

3. Process to Obtain Student Tickets for Home UNC Men's Basketball Games

  1. Before each UNC Men's Basketball season, the Ticket Office shall publish student Ticket regulations and instructions for students to submit their names into a lottery for Complimentary Admission prior to each Home UNC Men's Basketball Game. A student's entry of their name into the Ticket lottery does not guarantee a Ticket to any event. Student seating for Home UNC Men's Basketball Games is general admission in designated areas of the Dean E. Smith Center. Seating access is determined in a manner prescribed by the Ticket Office each year. Generally, no saving of seats is allowed.
  2. All unused student Tickets shall become void at the beginning of each Home UNC Men's Basketball Game. Tickets issued through the student Ticket lottery system are not eligible for resale and are non-transferrable, except when transferred to another full-time, fees-paying UNC student. Any other transfer, barter, or resale of any student Ticket(s) is strictly prohibited, will be considered a violation of UNC policies, and will render such Ticket(s) void. Violators may be subject to additional sanctions as determined in UNC's sole discretion including, but not limited to, revocation of all Ticket privileges.

4. Process for Students to Receive Complimentary Admission to All Non-Postseason Home UNC Athletic Events other than Home UNC Men's Basketball Games

Until the designated maximum number of student Complimentary Admissions is reached, UNC students will receive Complimentary Admission to all non-postseason Home UNC Athletic Events other than Home UNC Men's Basketball Games by presenting a valid UNC One Card at the appropriate entrance to the venue.

5. Process to Obtain Student Tickets for Neutral Site Games, Conference Tournament Games, NCAA Tournament Games, Bowl Games, and Other UNC Postseason Competition Events

Tickets for Neutral Site Games, Conference Tournament Games, NCAA Tournament Games, Bowl Games, and other UNC Postseason Competition Events may be made available for UNC students to purchase. The availability of such Tickets for student purchase shall be determined by the Ticket Office Manager, in consultation as necessary with the Director of Athletics and Ticket Office Supervisor.

H. Faculty, Staff, and Retiree Tickets

  1. A certain number of Season Tickets for Home UNC Football Games, Home UNC Men's and Women's Basketball Games, Home UNC Baseball Games, Home UNC Soccer Games, and Home UNC Men's Lacrosse Games will be made available each year for purchase by UNC faculty, staff, General Administration, and retirees. These Tickets will be available for purchase online through the faculty and staff account in accordance with allocations determined prior to each season by the Ticket Office Manager and approved by the Ticket Office Supervisor. From time to time, the Department of Athletics may also offer other special Ticket prices and promotions for UNC faculty and staff.
  2. Consistent with other provisions of this Policy, any special or other preferred access to purchase Inventory or any Complimentary Inventory provided to any UNC faculty member, staff member, member of General Administration, or retiree must be approved in advance by the Compliance Office and (1) the Director of Athletics, (2) Ticket Office Supervisor, or (3) Ticket Office Manager. At the end of each month, the Ticket Office Manager shall provide to the Ticket Office Supervisor documentation of all such purchases made through special or preferred access, as well as all such provisions of Complimentary Inventory which occurred during such month.

I. Purpose and Use of Credentials

  1. Credentials are to be issued and used for University or Educational Foundation business-related purposes at certain UNC athletic contests. In some instances, the Director of Athletics or Ticket Office Supervisor may also approve the creation or use of Credentials to accommodate immediate family members and/or guests of Employees at such contests.
  2. The ordering, delivery, issuance, and use of all Credentials shall be tracked in accordance with the requirements of this Policy.
  3. No Credential may be loaned, lent, or otherwise provided to any individual or entity without tracking such use per the requirements of this Policy and providing such documentation to the Ticket Office Manager for appropriate filing and retention.
  4. It is preferable for an Employee with a proper Credential to escort any individual not employed by the University or Educational Foundation who, in accordance with the terms of this Policy, is approved to receive access to restricted areas around the playing surface, locker rooms, or other similar places at a Home UNC Athletic Event.

J. General Provisions Pertaining to Approvals, Distribution, and Documentation of Complimentary Inventory

1. Philosophy

The Department of Athletics is committed to allocating and distributing Complimentary Inventory in a manner consistent with ACC and NCAA rules, UNC policies, and applicable legislation. When used properly, items of Complimentary Inventory can serve as outstanding public relations and recruiting resources. Misuse, however, can result in lost revenue, negative publicity, and sanctions from legislative bodies. All Employees are expected to be familiar with and fully abide by the provisions of this Policy regarding Complimentary Inventory. Any exceptions to this Policy must be approved by the Compliance Office and either the Director of Athletics or Ticket Office Supervisor.

2. No Sales, Exchanges, or Barter of Complimentary Inventory

Complimentary Inventory may not be exchanged for other consideration. This prohibits the selling, bartering, trading, or otherwise transferring of Complimentary Inventory by anyone for any form of payment, anything of value, or any benefit or other form of compensation (including, but not limited to: any trade or other form of exchange of Tickets, Complimentary Admissions, Parking Passes, or Credentials for other tickets, parking passes, admissions, accommodations, favors, access to other athletics, cultural, or performing arts events, or anything else of value). Employees may not enter into any personal outside endorsement, consulting, or other agreement that contains a provision or understanding regarding the exchange of Tickets, Complimentary Admissions, Credentials, or Parking Passes. Departmental exchanges between units of the University must be approved in advance by the Director of Athletics or Ticket Office Supervisor and reported to the Compliance Office.

3. Required Preapprovals

Unless otherwise stipulated herein or unless a specific exception is provided in accordance with the provisions of this Policy, no Complimentary Inventory may be provided by the Department of Athletics or Educational Foundation to anyone (including, but not limited to: any Employee, coach, sport program, unit within the University or Department of Athletics, affiliated entity, or third party individual or entity) without the prior approval of the Compliance Office and (1) Director of Athletics, (2) Ticket Office Supervisor, or (3) Ticket Office Manager. This includes the provision of any item of Inventory for any Home UNC Athletic Event, Away UNC Athletic Event, Neutral Site Game, Conference Tournament Game, NCAA Tournament Game, Bowl Game, or other UNC Postseason Competition Event, as well as items of Multiple Game Inventory.

a. General Requests for Complimentary Inventory

Subject to the exceptions set forth below in this Section, individuals requesting items of Complimentary Inventory must submit: (1) each proposed recipient's name, (2) the primary recipient's affiliation, and (3) the primary recipient's email address when possible (if the primary recipient is not a UNC or Educational Foundation employee), along with the corresponding item(s) of Inventory requested. Such requests must be submitted in a manner approved by the Compliance Office. (Typically requests for Inventory for individual Home UNC Athletic Events should be submitted via the Complimentary Inventory Request Form.) Requests for Complimentary Inventory must then be reviewed and approved by the Compliance Office and (1) Director of Athletics, (2) Ticket Office Supervisor, or (3) Ticket Office Manager prior to any distribution of Complimentary Inventory.

  1. If approved, Complimentary Tickets and Complimentary Admissions must be provided through a Pass List unless the provision of Hard Tickets is specifically approved by the Compliance Office and the Director of Athletics, Ticket Office Supervisor, or Ticket Office Manager.

b. Approvals of Prescribed Allotments for Employees

Prior to each season for which Hard Tickets will be issued to all Employees, the Ticket Office Manager shall obtain a list of all current Employees from the Office of Human Resources. The Ticket Office shall then make the appropriate Inventory request form available so that each such Employee may request their respective Prescribed Allotment. With the exception of contractual agreements and other exceptions specifically approved by the Director of Athletics or Ticket Office Supervisor, no more than the maximum Prescribed Allotment set forth in this Policy may be provided as a Prescribed Allotment to any Employee. The Compliance Office and (1) Director of Athletics, (2) Ticket Office Supervisor, or (3) Ticket Office Manager must preapprove all such distributions. The Ticket Office shall retain documentation of all approved Prescribed Allotments. Any subsequent provisions of Complimentary Inventory in excess of an Employee's Prescribed Allotment must be approved by the Compliance Office and (1) Director of Athletics, (2) Ticket Office Supervisor, or (3) Ticket Office Manager.

Prescribed Allotments for Employees are addressed in greater detail later in this Policy.

c. Approvals of Complimentary Admissions and Tickets for Guests of Current Student-Athletes, Prospective Student-Athletes and Their Guests, Applicable Coaches and Their Guests, and Members of the Band and Spirit Squads and Their Guests

Prior to each Ticketed UNC athletic contest, the Ticket Office Manager shall approve an appropriate number of seats to be allocated for guests of current student-athletes in the applicable sport, Prospective Student-Athletes and their guests, Applicable Coaches (as later defined in this Policy) and their guests, and members of the band and spirit squads and their guests. Recipient names must be submitted for advance approval by the Compliance Office as set forth in this Policy or in a manner otherwise approved by the Compliance Office and Ticket Office Manager. The Ticket Office Manager shall retain documentation of all such approved distributions of Inventory.

Complimentary Admissions for such individuals are further addressed later in this Policy.

d. Approval of Program Allotments

Certain UNC varsity athletic programs are allocated allotments of Inventory for contests in their respective sport. It is preferable for the Compliance Office to review the recipients of Inventory comprising program allotments in advance, though such review may not always be feasible. Similarly, it is preferable for the Ticket Office or Compliance Office to distribute such Inventory, though such distribution may not always be feasible. Regardless, all provisions of such Inventory must be documented by the distributing individual, with such documentation promptly provided to the Ticket Office Manager (when Inventory is distributed by someone outside the Ticket Office) and retained by the Ticket Office.

The Ticket Office Manager shall actively monitor such provisions of Inventory for any potential issues or indications of misuse. Should any circumstances warranting further review be discovered, the Ticket Office Manager shall immediately notify the Compliance Office and Ticket Office Supervisor.

Program allotments are further addressed later in this Policy.

e. Game Day Allotments

The Director of Athletics or Ticket Office Supervisor may occasionally approve a small number of items of Inventory (typically Credentials or Parking Passes) to be in the possession of and distributed by Game Operations personnel or other Employees to accommodate various legitimate business needs on days of UNC athletic contests. In such cases, obtaining prior approval from the Compliance Office, Director of Athletics, Ticket Office Supervisor, and/or Ticket Office Manager prior to distribution may not be feasible.

  1. Any unused item(s) of such Inventory must be promptly returned to the Ticket Office after each event by each Employee in possession of such Inventory. The Ticket Office shall then retain any such Inventory.
  2. Any distribution of such Inventory must be documented in accordance with the requirements of this Policy. A copy of all such documentation shall be promptly provided to the Ticket Office after each event by each Employee who distributed any such Inventory. Such documentation shall be retained by the Ticket Office.

f. Inventory Provided at a Competition Site to Coaches for Their Use

Inventory provided directly to coaches at a competition site that is intended for use by coaches and/or field, bench, or other competition personnel shall not be subject to the documentation requirements of this Policy.

g. Inventory Provided to Former Coaches and other Former UNC Employees

Prior to each season for which Tickets are issued, the Director of Athletics or Ticket Office Supervisor may approve the provision of certain items of Complimentary Inventory for former UNC Head Coaches or other former UNC personnel. Former UNC Head Coaches typically do not receive more than four Season Tickets for Home UNC Athletic Events in a particular sport.

4. Donations to Charitable Organizations

  1. Distribution of Complimentary Inventory requested by external non-profit organizations must be preapproved by the Compliance Office and the (1) Director of Athletics, (2) Ticket Office Supervisor, or (3) Ticket Office Manager. Each such item of Inventory donated and the corresponding recipient(s) must be documented by the Ticket Office Manager.
  2. Notwithstanding the foregoing, Parking Passes and/or Tickets provided to an Employee as part of the Employee's Prescribed Allotment may be donated to a charitable organization to be used for fundraising purposes (an auction or raffle, for example), provided that any donation of any such Inventory receives the prior review and approval of the Compliance Office. Though such donations shall not be subject to documentation by the Ticket Office Manager, the donating Employee should be able to identify the recipient(s) of such donated Inventory upon request.

5. Documentation Standards for and Retention of Complimentary Inventory

a. Non-Ticketed UNC Athletic Events

The tracking and documentation requirements of this Policy shall not apply to non-Ticketed UNC athletic contests.

b. Prescribed Allotments and Other Inventory Provided to Employees at the Discretion of the Director of Athletics

Prescribed Allotments and other amounts of Inventory provided to Employees at the discretion of the Director of Athletics from time to time are for the personal or University business-related use of each recipient Employee and their guest(s). Upon request, any Employee should be able to identify the individual(s) to whom they provided any such Inventory. Documentation of such provisions is not required to be provided to the Ticket Office except upon request.

c. Applicability

Unless an exception is otherwise set forth in or provided pursuant to this Policy, the documentation requirements described in this Section shall apply to all Complimentary Inventory including, but not limited to:

  1. All Credentials of any kind;
  2. All Complimentary Admissions and Tickets provided for any reason to any Employee in excess of the Prescribed Allotment for such Employee specified in this Policy;
  3. All Complimentary Parking Passes provided for any reason to any Employee in excess of the Employee's Prescribed Allotment (or, if the Employee is not allocated a Prescribed Allotment, a number of Parking Passes approved to be provided to the Employee for use by the Employee and/or their immediate family);
  4. All Complimentary Admissions, Tickets, and Parking Passes transferred or otherwise provided to any unit, sport program, or individual within the Educational Foundation or Department of Athletics (other departments of the University are encouraged to follow these provisions as well), regardless of the intended use(s) or recipient(s) of such item(s); and
  5. All Complimentary Admissions, Tickets, and Parking Passes provided to any third party individual, vendor, or organization not employed by the University.

d. Required Information

For each item of Complimentary Inventory subject to the tracking and documentation requirements of this Policy, the information below should be recorded.

  1. Type of Complimentary Inventory (for example, a Parking Pass, Credential, Ticket, or other form of Complimentary Admission);
  2. Specific location to which each item of Inventory grants access (for example, the seat location of a Ticket or Complimentary Admission, the parking area designated by a Parking Pass, or a Credential's categorization); and
  3. Either

    1. When applicable, the name of the specific outside individual to whom the Inventory was provided, as well as such outside individual's organizational affiliation (if any), email address (when possible), and reason for use of the Inventory (for Inventory provided to the ACC, NCAA, visiting institutions, and contractual partners of the University, the primary recipient's information shall be sufficient to fulfill this requirement for each item of Inventory provided, though such entities are encouraged to provide more information when possible); or
    2. When applicable, the name of the University or Educational Foundation Employee who was the end user of the Inventory.

    Any Employee with information necessary to ensure fulfillment of the documentation requirements of this Policy shall submit such information in a timely manner to the Ticket Office Manager after each applicable UNC athletic contest.

    The Ticket Office Manager should periodically attempt to identify entities external from the Department of Athletics who may receive Inventory. These entities should then be encouraged to provide documentation to the Ticket Office Manager detailing use of Inventory in a manner similar to that which is described in this Section.

e. Reconciliation, Retention of Documentation, and Retention of Unused Complimentary Inventory

  1. Reconciliation of Inventory after Each Home UNC Athletic Event
    Upon completion of each Home UNC Athletic Event, each Complimentary Inventory Request Form or other form of Inventory request, record of approval, and Pass List with corresponding Complimentary Admission Ticket Stubs shall be returned to and retained by the Ticket Office. Similarly, all unused Credentials, Tickets, and Parking Passes for such event (that were not distributed and tracked in accordance with the requirements of this Policy) shall be returned to and retained by the Ticket Office along with documentation of all distributions of Inventory for the event.
  2. Retention of Documentation and Unused Items of Multiple Game Inventory
    Documentation of distributions of Multiple Game Inventory should be created prior to the start of each applicable season, then updated and retained by the Ticket Office on a continual basis as appropriate thereafter. Periodic updates regarding distributions of such Inventory should be provided to the Ticket Office Supervisor and Compliance Office as appropriate throughout the course of each applicable season. Documentation of such items of Multiple Game Inventory should include the information described above in this Policy.

    Throughout each season, all unused items of Multiple Game Inventory shall be securely maintained by the Ticket Office Manager. The documentation of distributed items of Multiple Game Inventory created in accordance with the requirements of this Policy should be filed and maintained by the Ticket Office along with any unused items of Multiple Game Inventory such that the Ticket Office will have a complete accounting for all items of Multiple Game Inventory.
  3. Retention of Inventory for Away UNC Athletic Events, Neutral Site Games, Conference Tournament Games, NCAA Tournament Games, Bowl Games, and Other UNC Postseason Competition Events
    Upon completion of each Ticketed Away UNC Athletic Event, Neutral Site Game, Conference Tournament Game, NCAA Tournament Game, Bowl Game, or other UNC Postseason Competition Event, each Complimentary Inventory Request Form or other form of Inventory request, record of approval, and Pass List with corresponding Complimentary Admission Ticket Stubs shall be returned to and retained by the Ticket Office. Any Inventory for any such event which is not approved for distribution, distributed, and documented in accordance with the requirements of this Policy shall also be retained by the Ticket Office Manager along with documentation of all distributions of such Inventory.

6. Monitoring of Complimentary Inventory

a. Monitoring of Complimentary Inventory by the Ticket Office Manager

The Ticket Office Manager shall closely monitor all provisions of Complimentary Inventory and related materials for occurrences warranting further attention (including, but not limited to, missing records or items of Inventory). Any abnormalities or indications of potential misuse shall promptly be reported to the Ticket Office Supervisor.

b. Monitoring of Complimentary Inventory by the Ticket Office Supervisor and Compliance Office

On a periodic basis, the Ticket Office Manager shall provide to the Ticket Office Supervisor and Compliance Office documentation of all Complimentary Inventory provided during such period. Such documentation shall be retained by the Ticket Office Manager.

K. Complimentary Inventory for Employees

1. General Provisions Regarding Complimentary Inventory for Employees

As set forth above, Prescribed Allotments and other items of Complimentary Inventory provided to Employees from time to time at the discretion of the Director of Athletics are for the personal or University business-related use of each recipient Employee and their guest(s). Employees are required to monitor the usage of all such Inventory they may provide to others to ensure such Inventory is only used by appropriate recipients who represent the University in a positive manner when using such Inventory. Prescribed Allotments may be modified by the Director of Athletics for certain UNC athletic contests from time to time based on the nature of the competition, timing, and other factors.

a. Departing Employees

Employees in good standing but terminating their employment with the Department of Athletics or Educational Foundation prior to the end of a season may be permitted to keep their Complimentary Inventory for that season.

2. Prohibited Transfers

  1. Except in the specific circumstances permitted under this Policy, Employees shall not provide any item of Inventory, any means of granting Complimentary Admission (at will-call or elsewhere), or otherwise provide any item of Inventory or form of Complimentary Admission directly or indirectly to:

    1. Prospective Student-Athletes (or their parents, relatives, or friends);
    2. currently enrolled student-athletes (or their parents, relatives, or friends);
    3. high school, two-year college, AAU, or club coaches; or
    4. any sports agent, advisor, runner, other professional representative in the business of working with professional athletes, or any person affiliated with the business of any of the aforementioned individuals.
  2. It is not permissible for a coach, team manager, Graduate Assistant, any other Employee, or volunteer to provide to any student-athlete a Hard Ticket to a contest, even if the student-athlete would be using less than four Complimentary Admissions to such contest.

3. Violations

  1. If any Employee provides any Hard Ticket, Parking Pass, other item of Inventory, or any form of Complimentary Admission to any of the persons identified above in this Section, such action will constitute a violation of this Policy. In such cases, the Compliance Office (in conjunction with other parties as necessary) will review the facts to determine if such action also constitutes a violation of NCAA rules. Any such violation shall subject the offending individual(s) to corrective measures in accordance with the provisions set forth later in this Policy.

4. Prescribed Allotments for Non-Postseason Home UNC Athletic Events

The Prescribed Allotments of Complimentary Season Tickets and Parking Passes made available for different Employees are set forth below. Should an individual's employment contract with the Department of Athletics or Educational Foundation contradict the applicable Prescribed Allotment set forth below, the terms of the employment contract shall govern. In addition to the Prescribed Allotments of Complimentary Season Tickets and Parking Passes set forth below, an Employee may receive one or more Credentials as part of their Prescribed Allotment of such Inventory. Such Credentials may be distributed after receiving the requisite approvals from the Compliance Office and (1) Director of Athletics, (2), Ticket Office Supervisor, or (3) Ticket Office Manager as set forth above in this Policy.

a. Prescribed Allotment of Complimentary Season Tickets and Parking Passes for Employees for Non-Postseason Home UNC Football Games

  1. The following shall be the maximum Prescribed Allotment of Season Tickets and Parking Passes for Employees for non-postseason Home UNC Football Games:

    Head Football Coach: 12 Season Tickets and 4 Parking Passes

    Assistant Football Coaches: 6 Season Tickets and 2 Parking Passes per Assistant Football Coach

    Associate Athletic Director for Football: 6 Season Tickets and 2 Parking Passes

    Director of Football Operations: 6 Season Tickets and 2 Parking Passes

    Head Football Strength and Conditioning Coach: 6 Season Tickets and 2 Parking Passes

    Football Graduate Assistant Coaches: 4 Tickets and 1 Parking Pass for each non-postseason Home UNC Football Game per Graduate Assistant Coach

    Volunteer Coaches: The maximum number of Tickets that may be provided to a Volunteer Coach is dictated by NCAA rules.

    Every other Football staff member countable per NCAA rules, UNC coach (excluding volunteers) in a sport other than Football, and full time Department of Athletics and Educational Foundation Employee shall be entitled to receive Complimentary Season Tickets to non-postseason Home UNC Football Games. Each such Employee shall be entitled to receive two Tickets to each non-postseason Home UNC Athletic Event in the sport and one additional Ticket for each such contest for every child of the Employee between the ages of 3 and 22. Executive Team Employees will be entitled to receive up to two Parking Passes and some other Employees will also be entitled to receive one Parking Pass for every non-postseason Home UNC Athletic Event in the sport. Excluding contractual exceptions, Prescribed Allotments exceeding these amounts must be approved in advance by the Director of Athletics or Ticket Office Supervisor.

  2. Department of Athletics and Educational Foundation part time Employees and Department of Athletics and Educational Foundation volunteers are not entitled to receive Season Tickets but may be provided Complimentary Admission from time to time if such Complimentary Admissions are requested and approved pursuant to this Policy.
  3. Tickets for guests of Graduate Assistant Coaches shall be distributed through a Pass List. All other Tickets and Parking Passes prescribed above will typically be distributed by the Ticket Office prior to the start of the season.

b. Prescribed Allotment of Complimentary Season Tickets and Parking Passes for Employees for Non-Postseason Home UNC Men's Basketball Games

  1. The following shall be the maximum Prescribed Allotment of Season Tickets and Parking Passes for Employees for non-postseason Home UNC Men's Basketball Games:

    Head Men's Basketball Coach: 12 Season Tickets and 4 Parking Passes

    Assistant Men's Basketball Coaches: 6 Season Tickets and 2 Parking Passes per Assistant Men's Basketball Coach

    Director of Men's Basketball Operations: 6 Season Tickets and 2 Parking Passes

    Volunteer Coaches: The maximum number of Tickets that may be provided to a Volunteer Coach is dictated by NCAA rules.

Some Employees will also be entitled to receive up to two Parking Passes for every non-postseason Home UNC Athletic Event in the sport. Excluding contractual exceptions, Prescribed Allotments exceeding these amounts must be approved in advance by the Director of Athletics or Ticket Office Supervisor.

  2. Department of Athletics and Educational Foundation part time Employees and Department of Athletics and Educational Foundation volunteers are not entitled to receive Season Tickets but may be provided Complimentary Admission from time to time if such Complimentary Admissions are requested and approved pursuant to this Policy.
  3. The Tickets and Parking Passes prescribed above will typically be distributed by the Ticket Office prior to the start of the season.

c. Prescribed Allotment of Complimentary Season Tickets and Parking Passes for Employees for Non-Postseason Home UNC Women's Basketball Games

  1. The following shall be the maximum Prescribed Allotment of Season Tickets and Parking Passes for Employees for non-postseason Home UNC Women's Basketball Games:

    Head Women's Basketball Coach: 12 Season Tickets and 4 Parking Passes

    Assistant Women's Basketball Coaches: 6 Season Tickets and 2 Parking Passes per Assistant Women's Basketball Coach

    Director of Women's Basketball Operations: 6 Season Tickets and 2 Parking Passes

    Head Women's Basketball Strength and Conditioning Coach: 6 Season Tickets and 2 Parking Passes

    Volunteer Coaches: The maximum number of Tickets that may be provided to a Volunteer Coach is dictated by NCAA rules.

Some Employees will also be entitled to receive up to two Parking Passes for every non-postseason Home UNC Athletic Event in the sport. Excluding contractual exceptions, Prescribed Allotments exceeding these amounts must be approved in advance by the Director of Athletics or Ticket Office Supervisor.

  2. Department of Athletics and Educational Foundation part time Employees and Department of Athletics and Educational Foundation volunteers may be provided Complimentary Admission from time to time if such Complimentary Admissions are requested and approved pursuant to this Policy.
  3. Some Women's Basketball staff members may receive their Prescribed Allotment of Complimentary Tickets and Parking Pass(es) in advance. All other Complimentary Admissions shall be redeemed at the Carmichael Arena Ticket Office (or other location approved in advance as appropriate by the Compliance Office and Ticket Office Manager) upon presentation of the Employee's UNC One Card, at which time each recipient of such Complimentary Admissions will be provided with an assigned seating location.

d. Prescribed Allotment of Complimentary Season Tickets and Parking Passes for Employees for Non-Postseason Home UNC Baseball Games

  1. The following shall be the maximum Prescribed Allotment of Season Tickets and Parking Passes for Employees for non-postseason Home UNC Baseball Games:

    Head Baseball Coach: 12 Season Tickets and 4 Parking Passes

    Assistant Baseball Coaches: 6 Season Tickets and 2 Parking Passes per Assistant Baseball Coach

    Director of Baseball Operations: 6 Season Tickets and 2 Parking Passes

    Volunteer Coaches: The maximum number of Tickets that may be provided to a Volunteer Coach is dictated by NCAA rules.

    Any Hard Tickets or other form of Complimentary Admissions provided to any Baseball Graduate Assistant must be approved by the Compliance Office in advance. Every other Baseball staff member countable per NCAA rules, UNC coach (excluding volunteers) in a sport other than Baseball, and full time Department of Athletics and Educational Foundation Employee shall be entitled to receive Complimentary Admissions to non-postseason Home UNC Baseball Games. Each such Employee shall be entitled to receive two Complimentary Admissions for each non-postseason Home UNC Baseball Game and one additional Complimentary Admission for up to two children of the Employee between the ages of 3 and 22. Some Employees will also be entitled to receive one Parking Pass for every non-postseason Home UNC Athletic Event in the sport. Excluding contractual exceptions, Prescribed Allotments exceeding these amounts must be approved in advance by the Director of Athletics or Ticket Office Supervisor.

  2. Department of Athletics and Educational Foundation part time Employees and Department of Athletics and Educational Foundation volunteers may be provided Complimentary Admission from time to time if such Complimentary Admissions are requested and approved pursuant to this Policy.
  3. Some Baseball staff members may receive their Prescribed Allotment of Complimentary Tickets and Parking Pass(es) in advance. All other Complimentary Admissions shall be redeemed at the Boshamer Stadium Ticket Office (or other location approved in advance as appropriate by the Compliance Office and Ticket Office Manager) upon presentation of the Employee's UNC One Card, at which time each recipient of such Complimentary Admissions will be provided with an assigned seating location.

e. Prescribed Allotment of Complimentary Season Tickets and Parking Passes for Employees for Non-Postseason Home UNC Men's Soccer Games

  1. The following shall be the maximum Prescribed Allotment of Season Tickets and Parking Passes for Employees for non-postseason Home UNC Men's Soccer Games:

    Head Men's Soccer Coach: 12 Season Tickets and 4 Parking Passes

    Assistant Men's Soccer Coaches: 6 Season Tickets and 2 Parking Passes per Assistant Men's Soccer Coach

    Director of Men's Soccer Operations: 4 Season Tickets and 2 Parking Passes

    Volunteer Coaches: The maximum number of Tickets that may be provided to a Volunteer Coach is dictated by NCAA rules.

    Any Hard Tickets or other form of Complimentary Admissions provided to any Men's Soccer Graduate Assistant must be approved by the Compliance Office in advance. Every other Men's Soccer staff member countable per NCAA rules, UNC coach (excluding volunteers) in a sport other than Men's Soccer, and full time Department of Athletics and Educational Foundation Employee shall be entitled to receive Complimentary Admissions to non-postseason Home UNC Men's Soccer Games. Some Employees will also be entitled to receive one Parking Pass for every non-postseason Home UNC Athletic Event in the sport. Excluding contractual exceptions, Prescribed Allotments exceeding these amounts must be approved in advance by the Director of Athletics or Ticket Office Supervisor.

  2. Department of Athletics and Educational Foundation part time Employees and Department of Athletics and Educational Foundation volunteers may be provided Complimentary Admission from time to time if such Complimentary Admissions are requested and approved pursuant to this Policy.
  3. Some Men's Soccer staff members may receive their Prescribed Allotment of Complimentary Tickets and Parking Pass(es) in advance. All other Complimentary Admissions shall be redeemed at Fetzer Field or the Carmichael Arena Ticket Office (or other location approved in advance as appropriate by the Compliance Office and Ticket Office Manager) upon presentation of the Employee's UNC One Card.

f. Prescribed Allotment of Complimentary Season Tickets and Parking Passes for Employees for Non-Postseason Home UNC Women's Soccer Games

  1. The following shall be the maximum Prescribed Allotment of Season Tickets and Parking Passes for Employees for non-postseason Home UNC Women's Soccer Games:

    Head Women's Soccer Coach: 12 Season Tickets and 4 Parking Passes

    Assistant Women's Soccer Coaches: 6 Season Tickets and 2 Parking Passes per Assistant Women's Soccer Coach

    Director of Women's Soccer Operations: 4 Season Tickets and 2 Parking Passes

    Volunteer Coaches: The maximum number of Tickets that may be provided to a Volunteer Coach is dictated by NCAA rules.

Some Employees will also be entitled to receive one Parking Pass for every non-postseason Home UNC Athletic Event in the sport. Excluding contractual exceptions, Prescribed Allotments exceeding these amounts must be approved in advance by the Director of Athletics or Ticket Office Supervisor.

  2. Department of Athletics and Educational Foundation part time Employees and Department of Athletics and Educational Foundation volunteers may be provided Complimentary Admission from time to time if such Complimentary Admissions are requested and approved pursuant to this Policy.
  3. Some Women's Soccer staff members may receive their Prescribed Allotment of Complimentary Tickets and Parking Pass(es) in advance. All other Complimentary Admissions shall be redeemed at Fetzer Field or the Carmichael Arena Ticket Office (or other location approved in advance as appropriate by the Compliance Office and Ticket Office Manager) upon presentation of the Employee's UNC One Card.

g. Prescribed Allotment of Complimentary Season Tickets and Parking Passes for Employees for Non-Postseason Home UNC Men's Lacrosse Games

  1. The following shall be the maximum Prescribed Allotment of Season Tickets and Parking Passes for Employees for non-postseason Home UNC Men's Lacrosse Games:

    Head Men's Lacrosse Coach: 12 Season Tickets and 4 Parking Passes

    Assistant Men's Lacrosse Coaches: 6 Season Tickets and 2 Parking Passes per Assistant Men's Lacrosse Coach

    Volunteer Coaches: The maximum number of Tickets that may be provided to a Volunteer Coach is dictated by NCAA rules.

    Any Hard Tickets or other form of Complimentary Admissions provided to any Men's Lacrosse Graduate Assistant must be approved by the Compliance Office in advance. Every other Men's Lacrosse staff member countable per NCAA rules, UNC coach (excluding volunteers) in a sport other than Men's Lacrosse, and full time Department of Athletics and Educational Foundation Employee shall be entitled to receive Complimentary Admissions to non-postseason Home UNC Men's Lacrosse Games. Each such Employee shall be entitled to receive two Complimentary Admissions for each non-postseason Home UNC Men's Lacrosse Game and one additional Complimentary Admission for up to two children of the Employee between the ages of 6 and 22. Some Employees will also be entitled to receive one Parking Pass for every non-postseason Home UNC Athletic Event in the sport. Excluding contractual exceptions, Prescribed Allotments exceeding these amounts must be approved in advance by the Director of Athletics or Ticket Office Supervisor.

  2. Department of Athletics and Educational Foundation part time Employees and Department of Athletics and Educational Foundation volunteers may be provided Complimentary Admission from time to time if such Complimentary Admissions are requested and approved pursuant to this Policy.
  3. Some Men's Lacrosse staff members may receive their Prescribed Allotment of Complimentary Tickets and Parking Pass(es) in advance. All other Complimentary Admissions for non-postseason Home UNC Men's Lacrosse Games played at Fetzer Field shall be redeemed at Fetzer Field or the Carmichael Arena Ticket Office (or other location approved in advance as appropriate by the Compliance Office and Ticket Office Manager) upon presentation of the Employee's UNC One Card. All other Complimentary Admissions for non-postseason Home UNC Men's Lacrosse Games played at Kenan Stadium shall be redeemed at Gate 3 of Kenan Stadium (or other location approved in advance as appropriate by the Compliance Office and Ticket Office Manager) upon presentation of the Employee's UNC One Card.

5. Complimentary Inventory for Employees for Away UNC Athletic Events, Neutral Site Games, Conference Tournament Games, NCAA Tournament Games, Bowl Games, and Other UNC Postseason Competition Events

  1. For Conference Tournament Games, NCAA Tournament Games, and other UNC Postseason Competition Events in Men's Basketball and Women's Basketball:

    1. The applicable Head Coach may receive up to twenty Complimentary Admissions for each such contest paid for by the Department of Athletics postseason budget;
    2. Each participating Assistant Coach may receive up to six Complimentary Admissions for each such contest paid for by the Department of Athletics postseason budget;
    3. Each Director of Operations for the applicable team may receive up to six Complimentary Admissions for each such contest paid for by the Department of Athletics postseason budget; and
    4. Other staff associated with the applicable program may, at the discretion of the Sport Administrator, receive up to two Complimentary Admissions for each such contest paid for by the Department of Athletics postseason budget.
  2. For Conference Championship Games, Bowl Games, and other UNC Postseason Competition Events in Football:

    1. The applicable Head Coach may receive up to twenty Complimentary Admissions for each such contest paid for by the Department of Athletics postseason budget;
    2. Each participating Assistant Coach may receive up to six Complimentary Admissions for each such contest paid for by the Department of Athletics postseason budget;
    3. Each Director of Operations for the applicable team may receive up to six Complimentary Admissions for each such contest paid for by the Department of Athletics postseason budget;
    4. Each Graduate Assistant Coach may receive up to four Complimentary Admissions for each such contest paid for by the Department of Athletics postseason budget; and
    5. Other staff associated with the applicable program may, at the discretion of the Sport Administrator, receive up to two Complimentary Admissions for each such contest paid for by the Department of Athletics postseason budget.
  3. For Conference Tournament Games, NCAA Tournament Games, and other UNC Postseason Competition Events in all other sports:

    1. The applicable Head Coach may receive up to twelve Complimentary Admissions for each such contest paid for by the Department of Athletics postseason budget;
    2. Each participating Assistant Coach may receive up to six Complimentary Admissions for each such contest paid for by the Department of Athletics postseason budget;
    3. Each Volunteer Coach may receive up to two Complimentary Admissions for each such contest paid for by the Department of Athletics postseason budget;
    4. Each Director of Operations for the applicable team may receive up to four Complimentary Admissions for each such contest paid for by the Department of Athletics postseason budget; and
    5. Other staff associated with the applicable program may, at the discretion of the Sport Administrator, receive up to two Complimentary Admissions for each such contest paid for by the Department of Athletics postseason budget.
  4. From time to time, the Director of Athletics may choose to grant some or all Employees and, on occasion, guests of Employees additional access (other than that set forth above) to Complimentary Inventory for an Away UNC Athletic Event, Neutral Site Game, Conference Tournament Game, NCAA Tournament Game, Bowl Game, or other UNC Postseason Competition Event.
  5. All provisions of Complimentary Inventory contemplated by this Section shall be documented, with such documentation retained by the Ticket Office Manager.
  6. Any Hard Tickets provided in advance must be approved by the Ticket Office Supervisor and Compliance Office.

L. Complimentary Admission at Non-Postseason Home UNC Athletic Events for Guests of Current Student-Athletes in the Applicable Sport

1. General Provisions

Complimentary Admission procedures for guests of current student-athletes are coordinated by both the Compliance Office and Ticket Office to ensure compliance with NCAA, ACC, and UNC legislation, policies, procedures, and rules.

a. Number of Permissible Complimentary Admissions

  1. Per NCAA regulations, each student-athlete is allowed four Complimentary Admissions per non-postseason Home UNC Athletic Event in his or her designated sport. Complimentary Admissions are provided only by means of a Pass List for the individuals designated by each student-athlete. A student-athlete's eligibility shall be affected by involvement in receipt of more than the permissible number of four Complimentary Admissions or the sale or exchange of any Complimentary Admission for any form of payment, benefit, anything of value, or other means of compensation or consideration. Student-athletes should also not provide Complimentary Admissions for professors or other UNC faculty members.
  2. Notwithstanding the forgoing, student-athlete Complimentary Admissions may be allocated by a student-athlete to a teammate for use by the teammate's guest(s).

b. Prohibited Provisions of Inventory

  1. No student-athlete or guest thereof may be issued a Hard Ticket for Complimentary Admission or authorization to watch the competition portion of a UNC athletic contest from a preferred seating area. Complimentary Admissions for such individuals may provide seating only in the general seating areas of the facility used for conducting the event. During the conduction of an event, it is specifically prohibited to provide any non-participating student-athlete or guest(s) of a student-athlete with seating in or access to the facility's press box, any special seating box or area, bench area, or any other preferred seating area.
  2. Notwithstanding the forgoing, current student-athletes not participating in an athletic event in their sport may be allowed to sit with their team. The Department of Athletics Compliance Office may also approve other exceptions to this Section after ensuring no NCAA rule(s) will be violated by such excepted conduct.

2. General Pass List Procedures for Guests of Current Student-Athletes at Non-Postseason Home UNC Athletic Events

Pursuant to applicable legislation, Hard Tickets are never issued to student-athletes or their guests. Rather, Complimentary Admissions are provided by means of a Pass List after each recipient is approved in advance by the Compliance Office. The name of each guest may appear only once on the Pass List for any individual game and, therefore, each guest may receive only one Complimentary Admission per non-postseason Home UNC Athletic Event. In addition to these general Pass List procedures, the remaining provisions in this Section shall apply at non-postseason Home UNC Athletic Events for guests of student-athletes in the individual sports specified.

a. Procedures at Non-Postseason Home UNC Football Games for Guests of Current Football Student-Athletes

  1. A Football staff member designated by the Head Coach shall be responsible for ensuring that all UNC Football student-athletes have completed the assignment of their Complimentary Admissions in the ACS system. It is preferable that such assignments be completed no later than 10 AM on the day before the corresponding athletic contest. Each guest name submitted must be the recipient individual's complete legal name (including both the first and last names). These submitted names will be used to develop a Pass List. Changes to the list of submitted names are strongly discouraged after the list has been submitted to the Ticket Office. After submitted guest names are approved by the Compliance Office, the Ticket Office will prepare each event's Complimentary Admission Pass List utilizing the ACS reporting feature and organize each such Pass List in alphabetical order by each student-athlete's last name (unless another format is approved in advance by the Compliance Office).
  2. Two areas (one for the opponent's use and one for UNC's use) will typically be designated for issuance of Complimentary Admissions to guests of current Football student-athletes for non-postseason Home UNC Football Games. All Complimentary Admissions for guests of current student-athletes on both the home and visiting teams shall be provided at these locations. The opponents' area is typically located at Gate 1 of Kenan Stadium.
  3. Gate 3 of Kenan Stadium is the area typically designated for UNC to issue Complimentary Admissions to guests of current UNC Football student-athletes by means of a Pass List. Two windows, each with an Employee to assist guests, are customarily open to issue Complimentary Admissions according to the alphabetical order of student-athletes' last names on the Pass List.
  4. The Ticket Office shall maintain a limited number of Tickets for each non-postseason Home UNC Football Game for guests of current Football student-athletes. Entry to Kenan Stadium for such student-athletes' guests is typically permitted by means of the Pass List beginning two hours before kickoff.
  5. Upon presenting a valid form of photo identification, each guest shall be required to sign a Pass List that will be subsequently maintained and filed by the Ticket Office. After signing the Pass List, a Ticket Stub will be issued to the guest as a means of providing their Complimentary Admission. No Hard Tickets will be provided for Complimentary Admission recipients. All sales of Inventory to such Complimentary Admission recipients must be documented.
  6. Once a Ticket Stub is issued, the recipient of the Complimentary Admission must immediately enter Kenan Stadium and will not be permitted to exit and reenter the venue.
  7. Without the specific preapproval of the Compliance Office, no Complimentary Admission to any individual whose name appears on the event's Pass List shall be provided at any other location or through any means other than those described above in this Section.

b. Procedures at Non-Postseason Home UNC Men's Basketball Games for Guests of Current Men's Basketball Student-Athletes

  1. The Director of Men's Basketball Operations or another Men's Basketball staff member designated by the Head Coach shall be responsible for ensuring that all UNC Men's Basketball student-athletes have completed the assignment of their Complimentary Admissions and that the names of recipients of such Complimentary Admissions are provided to the Department of Athletics Compliance Office. It is preferable that such assignments be completed no later than the time at which Men's Basketball practice starts on the day before the corresponding athletic contest. Each guest name submitted must be the recipient individual's complete legal name (including both the first and last names). These submitted names will be used to develop a Pass List. Changes to the list of submitted names are strongly discouraged after the list has been submitted to the Ticket Office. After submitted guest names are approved by the Compliance Office, the Ticket Office will prepare each event's Complimentary Admission Pass List and organize each such Pass List in alphabetical order by each student-athlete's last name (unless another format is approved in advance by the Compliance Office).
  2. All Complimentary Admissions for guests of current Men's Basketball student-athletes on both the home and visiting teams at non-postseason Home UNC Men's Basketball Games will usually be provided at Gate D of the Dean E. Smith Center.
  3. The Ticket Office shall maintain a limited number of Tickets for each non-postseason Home UNC Men's Basketball Game for guests of current Men's Basketball student-athletes. Entry to the Dean E. Smith Center for such student-athletes' guests is typically permitted by means of the Pass List beginning at the same time that gates open to the public.
  4. Upon presenting a valid form of photo identification, each guest shall be required to sign a Pass List that will be subsequently maintained and filed by the Ticket Office. After signing the Pass List, a Ticket Stub will be issued to the guest as a means of providing their Complimentary Admission. No Hard Tickets will be provided for Complimentary Admission recipients. All sales of Inventory to such Complimentary Admission recipients must be documented.
  5. Once a Ticket Stub is issued, the recipient of the Complimentary Admission must immediately enter the Dean E. Smith Center and will not be permitted to exit and reenter the venue. Roped stations and ushers shall be located in this area to ensure that recipients of Complimentary Admissions proceed directly into the Dean E. Smith Center and do not attempt to exit the venue. No reentry for a non-postseason Home UNC Men's Basketball Game will be granted for any recipient of Complimentary Admission who exits the Dean E. Smith Center after receiving their Ticket Stub for such contest.
  6. Without the specific preapproval of the Compliance Office, no Complimentary Admission to any individual whose name appears on the event's Pass List shall be provided at any other location or through any means other than those described above in this Section.

c. Procedures at Non-Postseason Home UNC Women's Basketball Games for Guests of Current Women's Basketball Student-Athletes

  1. The Director of Women's Basketball Operations or another Women's Basketball staff member designated by the Head Coach shall be responsible for ensuring that all UNC Women's Basketball student-athletes have completed the assignment of their Complimentary Admissions in the ACS system. It is preferable that such assignments be completed no later than three hours prior to the beginning of the corresponding athletic contest. Each guest name submitted must be the recipient individual's complete legal name (including both the first and last names). These submitted names will be used to develop a Pass List. Changes to the list of submitted names are strongly discouraged after the list has been submitted to the Ticket Office. After submitted guest names are approved by the Compliance Office, the Ticket Office will prepare each event's Complimentary Admission Pass List utilizing the ACS reporting feature and organize each such Pass List in alphabetical order by each student-athlete's last name (unless another format is approved in advance by the Compliance Office).
  2. All Complimentary Admissions for guests of current Women's Basketball student-athletes on both the home and visiting teams at non-postseason Home UNC Women's Basketball Games will usually be provided at the Carmichael Arena Ticket Office.
  3. The Ticket Office shall maintain a limited number of Tickets for each non-postseason Home UNC Women's Basketball Game for guests of current Women's Basketball student-athletes. Entry to Carmichael Arena for such student-athletes' guests is typically permitted by means of the Pass List beginning at the same time that gates open to the public.
  4. Upon presenting a valid form of photo identification, each guest shall be required to sign a Pass List that will be subsequently maintained and filed by the Ticket Office. After signing the Pass List, a Ticket Stub will be issued to the guest as a means of providing their Complimentary Admission. No Hard Tickets will be provided for Complimentary Admission recipients. All sales of Inventory to such Complimentary Admission recipients must be documented. Entry and seating locations will be determined on a first come, first served basis. Each recipient of a Complimentary Admission must immediately enter Carmichael Arena and will not be permitted to exit and reenter the venue.
  5. Without the specific preapproval of the Compliance Office, no Complimentary Admission to any individual whose name appears on the event's Pass List shall be provided at any other location or through any means other than those described above in this Section.

d. Procedures at Non-Postseason Home UNC Baseball Games for Guests of Current Baseball Student-Athletes

  1. A Baseball staff member designated by the Head Coach shall be responsible for ensuring that all UNC Baseball student-athletes have completed the assignment of their Complimentary Admissions in the ACS system. It is preferable that such assignments be completed no later than three hours prior to the beginning of the corresponding athletic contest. Each guest name submitted must be the recipient individual's complete legal name (including both the first and last names). These submitted names will be used to develop a Pass List. Changes to the list of submitted names are strongly discouraged after the list has been submitted to the Ticket Office. After submitted guest names are approved by the Compliance Office, the Ticket Office will prepare each event's Complimentary Admission Pass List utilizing the ACS reporting feature and organize each such Pass List in alphabetical order by each student-athlete's last name (unless another format is approved in advance by the Compliance Office).
  2. All Complimentary Admissions for guests of current Baseball student-athletes on both the home and visiting teams at non-postseason Home UNC Baseball Games will usually be provided at the Boshamer Stadium Ticket Office (located outside of the Home Plate Entrance to Boshamer Stadium).
  3. The Ticket Office shall maintain a limited number of Tickets for each non-postseason Home UNC Baseball Game for guests of current Baseball student-athletes. Entry to Boshamer Stadium for such student-athletes' guests is typically permitted by means of the Pass List beginning at the same time that gates open to the public.
  4. Upon presenting a valid form of photo identification, each guest shall be required to sign a Pass List that will be subsequently maintained and filed by the Ticket Office. After signing the Pass List, a Ticket Stub will be issued to the guest as a means of providing their Complimentary Admission. No Hard Tickets will be provided for Complimentary Admission recipients. All sales of Inventory to such Complimentary Admission recipients must be documented. Due to the close proximity of the Boshamer Stadium Ticket Office to the Home Plate Entrance, Complimentary Admission passes or Tickets are torn by the Department of Athletics staff member issuing each such Complimentary Admission. After tearing the Complimentary Admission pass or Ticket, the staff member may also provide a wristband or hand stamp to each recipient. Each recipient of a Complimentary Admission must immediately enter Boshamer Stadium and will not be permitted to exit and reenter the venue.
  5. Without the specific preapproval of the Compliance Office, no Complimentary Admission to any individual whose name appears on the event's Pass List shall be provided at any other location or through any means other than those described above in this Section.

e. Procedures at Non-Postseason Home UNC Men's and Women's Soccer Games for Guests of Current Soccer Student-Athletes for Games in their Respective Sport

  1. A sport program staff member designated by the applicable Head Coach shall be responsible for ensuring that all student-athletes have completed the assignment of their Complimentary Admissions in the ACS system. It is preferable that such assignments be completed no later than three hours prior to the beginning of the corresponding athletic contest. Each guest name submitted must be the recipient individual's complete legal name (including both the first and last names). These submitted names will be used to develop a Pass List. Changes to the list of submitted names are strongly discouraged after the list has been submitted to the Ticket Office. After submitted guest names are approved by the Compliance Office, the Ticket Office will prepare each event's Complimentary Admission Pass List utilizing the ACS reporting feature and organize each such Pass List in alphabetical order by each student-athlete's last name (unless another format is approved in advance by the Compliance Office).
  2. All Complimentary Admissions for guests of current Soccer student-athletes on both the home and visiting teams at non-postseason Home UNC Soccer Games will usually be provided at the entrance to Fetzer Field or at the Carmichael Arena Ticket Office.
  3. The Ticket Office shall maintain a limited number of Tickets for each non-postseason Home UNC Soccer Game for guests of current student-athletes in the applicable sport. Entry to Fetzer Field for such student-athletes' guests is typically permitted by means of the Pass List beginning at the same time that gates open to the public.
  4. Upon presenting a valid form of photo identification, each guest shall be required to sign a Pass List that will be subsequently maintained and filed by the Ticket Office. After signing the Pass List, a Ticket Stub will be issued and wristband or hand stamp may be provided to the guest as a means of providing their Complimentary Admission. No Hard Tickets will be provided for Complimentary Admission recipients. All sales of Inventory to such Complimentary Admission recipients must be documented. Entry and seating locations will be determined on a first come, first served basis. Each recipient of a Complimentary Admission must immediately enter Fetzer Field and will not be permitted to exit and reenter the venue.
  5. Without the specific preapproval of the Compliance Office, no Complimentary Admission to any individual whose name appears on the event's Pass List shall be provided at any other location or through any means other than those described above in this Section.

f. Procedures at Non-Postseason Home UNC Men's Lacrosse Games for Guests of Current Men's Lacrosse Student-Athletes

  1. A member of the Men's Lacrosse staff designated by the Head Coach shall be responsible for ensuring that all UNC Men's Lacrosse student-athletes have completed the assignment of their Complimentary Admissions in the ACS system. It is preferable that such assignments be completed no later than three hours prior to the beginning of the corresponding athletic contest. Each guest name submitted must be the recipient individual's complete legal name (including both the first and last names). These submitted names will be used to develop a Pass List. Changes to the list of submitted names are strongly discouraged after the list has been submitted to the Ticket Office. After submitted guest names are approved by the Compliance Office, the Ticket Office will prepare each event's Complimentary Admission Pass List utilizing the ACS reporting feature and organize each such Pass List in alphabetical order by each student-athlete's last name (unless another format is approved in advance by the Compliance Office).
  2. All Complimentary Admissions for guests of current Men's Lacrosse student-athletes on both the home and visiting teams at non-postseason Home UNC Men's Lacrosse Games held at Fetzer Field will usually be provided at the entrance to Fetzer Field or at the Carmichael Arena Ticket Office. All Complimentary Admissions for guests of current Men's Lacrosse student-athletes on both the home and visiting teams at non-postseason Home UNC Men's Lacrosse Games held at Kenan Stadium will usually be provided at Gate 3 of Kenan Stadium.
  3. The Ticket Office shall maintain a limited number of Tickets for each non-postseason Home UNC Men's Lacrosse Game for guests of current Men's Lacrosse student-athletes. Entry to the venue for such student-athletes' guests is typically permitted by means of the Pass List beginning at the same time that gates open to the public.
  4. Upon presenting a valid form of photo identification, each guest shall be required to sign a Pass List that will be subsequently maintained and filed by the Ticket Office. After signing the Pass List, a Ticket Stub will be issued to the guest as a means of providing their Complimentary Admission. For non-postseason Home UNC Men's Lacrosse Games played at Fetzer Field, guests may also be provided with a wristband or hand stamp. No Hard Tickets will be provided for Complimentary Admission recipients. All sales of Inventory to such Complimentary Admission recipients must be documented. Entry and seating locations will be determined on a first come, first served basis. Each recipient of a Complimentary Admission must immediately enter the venue and will not be permitted to exit and reenter.
  5. Without the specific preapproval of the Compliance Office, no Complimentary Admission to any individual whose name appears on the event's Pass List shall be provided at any other location or through any means other than those described above in this Section.

M. Complimentary Admissions for Guests of Current UNC Student-Athletes in the Applicable Sport at Away UNC Athletic Events, Neutral Site Games, Conference Tournament Games, NCAA Tournament Games, Bowl Games, and Other UNC Postseason Competition Events

  1. For Away UNC Athletic Events, Neutral Site Games, Conference Tournament Games, NCAA Tournament Games, Bowl Games, and other UNC Postseason Competition Events, an appropriate member of the applicable UNC team's staff shall be responsible for ensuring that all student-athletes on such team have completed the assignment of their Complimentary Admissions in the ACS system. It is preferable that such assignments be completed no later than twenty-four hours prior to the beginning of the corresponding athletic contest.

    1. Each participating Football student-athlete is permitted a maximum of six guest Complimentary Admissions at conference championship games. Each Football student-athlete who is not on the travel roster is permitted a maximum of four Complimentary Admissions at conference championship games, one of which must be used for the student-athlete.
    2. Each Football student-athlete is permitted a maximum of six guest Complimentary Admissions at Bowl Games and other UNC Postseason Competition Events in the sport (other than conference championship games).
    3. Each Men's Basketball and Women's Basketball student-athlete is permitted a maximum of six guest Complimentary Admissions at Conference Tournament Games, NCAA Tournament Games, and other UNC Postseason Competition Events in their sport.
    4. With the exception of the Complimentary Admissions permissible in accordance with the provisions set forth above, each participating student-athlete is permitted a maximum of four guest Complimentary Admissions at each Away UNC Athletic Event, Neutral Site Game, Conference Tournament Game, NCAA Tournament Game, and other UNC Postseason Competition Event. (The applicable sport program may choose to use the sport program's budget to pay for up to two additional Complimentary Admissions for each student-athlete on the applicable team for any Conference Tournament Game, NCAA Tournament Game, or other UNC Postseason Competition Event.)
    5. Such Complimentary Admissions for guests of student-athletes participating in Conference Tournament Games, NCAA Tournament Games, and other UNC Postseason Competition Events in sports other than Football, Men's Basketball, and Women's Basketball should only be used for immediate family members of each applicable student-athlete.
    6. No Complimentary Admissions contemplated by this Section may be provided to UNC professors or other faculty members.
  2. Each guest name submitted must be the recipient individual's complete legal name (including both the first and last names). These submitted names will be used to develop a Pass List. Changes to the list of submitted names are strongly discouraged after the list has been submitted to the Ticket Office. After submitted guest names are approved by the Compliance Office, the Ticket Office will prepare each event's Complimentary Admission Pass List utilizing the ACS reporting feature and organize each such Pass List in alphabetical order by each student-athlete's last name (unless another format is approved in advance by the Compliance Office).
  3. On the day of the athletic event, Complimentary Admissions will be provided to designated and approved guests of participating student-athletes in the applicable sport at a specified location. Upon presenting a valid form of photo identification, each such guest shall be required to sign a Pass List that will be subsequently maintained and filed by the Ticket Office. After signing the Pass List, a Ticket Stub will be issued to the guest as a means of providing their Complimentary Admission. No Hard Tickets will be provided for such Complimentary Admission recipients. Each recipient of a Complimentary Admission must immediately enter the venue and will not be permitted to exit and reenter.
  4. For each Away UNC Athletic Event at which a UNC Employee is not supervising the Pass List, the Ticket Office Manager shall attempt to obtain the signed Pass List from the host institution or organization. The Ticket Office Manager shall ensure that all Pass Lists for Away UNC Athletic Events, Neutral Site Games, Conference Tournament Games, NCAA Tournament Games, Bowl Games, and other UNC Postseason Competition Events are filed and maintained.

N. Parking Passes and Credentials for Guests of Current Student-Athletes in the Applicable Sport

  1. Parking Passes may not be provided free of charge to guests of current student-athletes. Excluding legitimate requirements of handicap accommodations, no other special or priority parking may be provided to any guest of a current student-athlete.
  2. Credentials may only be provided to guests of current student-athletes at Home UNC Athletic Events. Such Credentials may only grant access to restricted areas after the applicable Home UNC Athletic Event.

O. Complimentary Inventory for Prospective Student-Athletes and Families of Prospective Student-Athletes at Non-Postseason Home UNC Athletic Events

1. Complimentary Admissions for Prospective Student-Athletes and Families of Prospective Student-Athletes at Non-Postseason Home UNC Athletic Events

  1. Complimentary Admission procedures for Prospective Student-Athletes and their families are coordinated by both the Compliance Office and Ticket Office to ensure compliance with NCAA, ACC, and UNC rules. Before each applicable non-postseason Home UNC Athletic Event, a representative from the appropriate sport program shall provide to the Ticket Office a list of names of Prospective Student-Athletes and guests thereof desiring to attend the contest. All such names and quantities shall be reviewed by the Compliance Office.
  2. No Prospective Student-Athlete or guest thereof may be issued a Hard Ticket, Complimentary Admission, or other form of authorization to watch the competition portion of a UNC athletic contest from the press box or other preferred seating area from which viewing the contest is prohibited by NCAA rules. Complimentary Admissions for such individuals may provide seating only in the general seating areas of the facility used for conducting the event. During the conduction of an event, it is specifically prohibited to provide any Prospective Student-Athlete or guest(s) of a Prospective Student-Athlete with seating in or access to the facility's press box, any special seating box or area, bench area, or any other preferred seating area.
  3. On the day of each applicable Non-Postseason Home UNC Athletic Event, Complimentary Admissions will be provided to designated and approved Prospective Student-Athletes and guests thereof at a specified location.

    1. Prospective Football student-athletes and family members thereof are typically provided Complimentary Admission to non-postseason Home UNC Football Games in accordance with these procedures at the Kenan Football Center Hall of Honor. Prospective student-athletes in other sports and family members thereof are typically provided Complimentary Admission to non-postseason Home UNC Football Games in accordance with these procedures at Gate 3 of Kenan Stadium.
    2. Prospective Men's Basketball student-athletes and family members thereof are typically provided Complimentary Admission to non-postseason Home UNC Men's Basketball Games in accordance with these procedures at the Men's Basketball entrance to the Dean E. Smith Center. Prospective student-athletes in other sports and family members thereof are typically provided Complimentary Admission to non-postseason Home UNC Men's Basketball Games in accordance with these procedures at Gate D of the Dean E. Smith Center.
    3. Prospective student-athletes and family members thereof are typically provided Complimentary Admission to non-postseason Home UNC Women's Basketball Games in accordance with these procedures at the Carmichael Arena Box Office.
    4. Prospective student-athletes and family members thereof are typically provided Complimentary Admission to non-postseason Home UNC Baseball Games in accordance with these procedures outside the entrance to Boshamer Stadium.
    5. Prospective student-athletes and family members thereof are typically provided Complimentary Admission to non-postseason Home UNC Soccer Games in accordance with these procedures at Fetzer Field.
    6. Prospective student-athletes and family members thereof are typically provided Complimentary Admission to non-postseason Home UNC Men's Lacrosse Games in accordance with these procedures at the Carmichael Arena Box Office or at Fetzer Field when such non-postseason Home UNC Men's Lacrosse Games are held at Fetzer Field. When non-postseason Home UNC Men's Lacrosse Games are held in Kenan Stadium, such Complimentary Admissions to prospective student-athletes and family members thereof are typically provided at a designated entrance to Kenan Stadium.
  4. Upon presenting a valid form of photo identification, each such individual shall be required to sign a Pass List that will be subsequently maintained and filed by the Ticket Office. After signing the Pass List, a Ticket Stub will be issued to each individual as a means of providing their Complimentary Admission. No Hard Tickets will be provided for Complimentary Admission recipients. All sales of Inventory to such Complimentary Admission recipients must be documented. Each recipient of a Complimentary Admission must immediately enter the venue and will not be permitted to exit and reenter.
  1. Prospective Student-Athletes and guests thereof may only receive a Parking Pass free of charge in accordance with NCAA rules and when on an official visit at a non-postseason Home UNC Athletic Event. Excluding legitimate requirements of handicap accommodations, no other special or priority parking accommodations may be provided to any Prospective Student-Athlete or guest thereof.
  2. Credentials may only be provided to Prospective Student-Athletes and guests thereof at non-postseason Home UNC Athletic Events. Such Credentials may only grant access to restricted areas before and after the applicable non-postseason Home UNC Athletic Event.

P. Complimentary Inventory for High School, AAU, Club, Preparatory School, and Junior College Coaches

The procedures for providing any Complimentary Inventory to high school, AAU, club, preparatory school, or junior college coaches must be coordinated by the Ticket Office Manager and appropriate coaching staff and approved by the Compliance Office to ensure abidance by all applicable legislation.

1. Applicability of this Section

  1. The requirements of this Section shall apply to:

    1. high school coaches;
    2. AAU coaches;
    3. club coaches;
    4. preparatory school coaches;
    5. junior college coaches; and
    6. any other individual responsible for teaching or directing an activity in which a Prospective Student-Athlete is involved.

    For purposes of this Section, the individuals specified above shall be referred to collectively as "Applicable Coaches," with each such individual a singular "Applicable Coach."

  1. No Applicable Coach or guest thereof may be issued a Hard Ticket, Complimentary Admission, or other form of authorization to watch the competition portion of a UNC athletic contest from the press box or other preferred seating area from which viewing the contest is prohibited by NCAA rules. Complimentary Admissions for such individuals may provide seating only in the general seating areas of the facility used for conducting the event. During the conduction of an event, it is specifically prohibited to provide any Applicable Coach or guest(s) of an Applicable Coach with seating in or access to the facility's press box, any special seating box or area, bench area, or any other preferred seating area.
  2. Applicable Coaches and guests thereof may only receive a Parking Pass free of charge in accordance with NCAA rules and when accompanying a Prospective Student-Athlete on an official visit at a non-postseason Home UNC Athletic Event. Excluding legitimate requirements of handicap accommodations, no other special or priority parking accommodations may be provided to any Applicable Coach or guest thereof.
  3. Credentials may only be provided to Applicable Coaches and guests thereof at non-postseason Home UNC Athletic Events. Such Credentials may only grant access to restricted areas before and after the applicable non-postseason Home UNC Athletic Event.

5. General Pass List Procedures for Applicable Coaches at Non-Postseason Home UNC Athletic Events

  1. The Compliance Office and Ticket Office have developed procedures for each sport to ensure that Complimentary Admissions are issued in accordance with NCAA and ACC rules and regulations. All Complimentary Admissions for Applicable Coaches and guests thereof are granted by means of a Pass List. The name of each Applicable Coach or guest thereof may appear only once on the Pass List for any individual game and, therefore, any such individual may receive only one Complimentary Admission per non-postseason Home UNC Athletic Event. Under no circumstances should any Applicable Coach receive a Hard Ticket from any UNC coach, other Employee, Graduate Assistant, or volunteer without advance approval from the Compliance Office to provide such Inventory.
  2. In addition to these general Pass List procedures, the remaining provisions of this Section shall apply at non-postseason Home UNC Athletic Events for Applicable Coaches and their guests in the individual sports specified.

    1. Procedures for Applicable Coaches and Their Guests at Non-Postseason Home UNC Football Games

      The procedures below shall apply for Applicable Coaches and guests thereof receiving Complimentary Admission to any non-postseason Home UNC Football Game.

      1. Prior to any non-postseason Home UNC Football Game, the full legal name (including both the first and last names) of any Applicable Coach desiring to attend such contest should be submitted by means of a Complimentary Inventory Request Form (or through another manner approved in advance by the Compliance Office and Ticket Office Manager). Submission of the name of the team or school represented by each Applicable Coach is preferable. (Notwithstanding the foregoing, high school football coaches in the State of North Carolina are typically permitted to receive Complimentary Admission to non-postseason Home UNC Football Games in accordance with the procedures below without having to provide their name in advance.) Documentation of such names shall be generated by the Ticket Office at the appropriate time.
      2. For each non-postseason Home UNC Football Game, only a limited number of Complimentary Admissions for Applicable Coaches and guests thereof shall be available. No Applicable Coach shall receive more than two Complimentary Admissions (one Complimentary Admission for the Applicable Coach and one Complimentary Admission for a guest of the Applicable Coach) for any non-postseason Home UNC Football Game.
      3. All Complimentary Admissions for Applicable Coaches and guests thereof at non-postseason Home UNC Football Games will typically be provided at Gate 3 of Kenan Stadium.
      4. Upon presenting a valid form of photo identification, each Applicable Coach and guest thereof shall be required to sign a Pass List that will be subsequently maintained and filed by the Ticket Office. After signing the Pass List, a Ticket Stub will be issued to the individual as a means of providing their Complimentary Admission. No Hard Ticket will be provided as a means of Complimentary Admission for any Applicable Coach or guest thereof. Each recipient of a Complimentary Admission must immediately enter the venue and will not be permitted to exit and reenter. Admission for Applicable Coaches and guests thereof by means of the Pass List will typically begin at the same time the general public is permitted to enter the venue.
      5. Without the specific preapproval of the Compliance Office, no Complimentary Admission for any Home UNC Football Game shall be provided to any Applicable Coach or guest thereof at any other location or through any means other than those described above in this Section.

      Complimentary Admission allocations are typically not made for Applicable Coaches in sports other than Football to attend Home UNC Football Games unless the provision of such Inventory is related to the recruitment of a current prospective student-athlete.

    2. Procedures for Applicable Coaches in Men's Basketball and Their Guests at Non-Postseason Home UNC Men's Basketball Games

      The procedures below shall apply for Applicable Coaches in Men's Basketball and guests thereof receiving Complimentary Admission to any non-postseason Home UNC Men's Basketball Game.

      1. The Men's Basketball Office will prepare the full legal names of Applicable Coaches (including both the first and last names) who will be attending each particular non-postseason Home UNC Men's Basketball Game. These names must be submitted to the Ticket Office and Compliance Office on completed Complimentary Inventory Request Forms or by means of another manner approved in advance by the Compliance Office and Ticket Office Manager. Submission of the name of the team or school represented by each Applicable Coach is preferable. It is also preferable that such names be submitted by noon on the day of each respective weekday non-postseason Home UNC Men's Basketball Game or by noon on the Friday before any non-postseason Home UNC Men's Basketball Game scheduled on a Saturday or Sunday.

No Applicable Coach shall receive more than two Complimentary Admissions (one Complimentary Admission for the Applicable Coach and one Complimentary Admission for a guest of the Applicable Coach) for any non-postseason Home UNC Men's Basketball Game.
      4. All Complimentary Admissions for Applicable Coaches and guests thereof at non-postseason Home UNC Men's Basketball Games will typically be provided at Gate D of the Dean E. Smith Center.
      5. Upon presenting a valid form of photo identification, each Applicable Coach and guest thereof shall be required to sign a Pass List that will be subsequently maintained and filed by the Ticket Office. After signing the Pass List, a Ticket Stub will be issued to the individual as a means of providing their Complimentary Admission. No Hard Ticket will be provided as a means of Complimentary Admission for any Applicable Coach or guest thereof. Each recipient of a Complimentary Admission must immediately enter the venue and will not be permitted to exit and reenter. Admission for Applicable Coaches and guests thereof by means of the Pass List will typically begin at the same time the general public is permitted to enter the venue.
      6. Without the specific preapproval of the Compliance Office, no Complimentary Admission for any Home UNC Men's Basketball Game shall be provided to any Applicable Coach or guest thereof at any other location or through any means other than those described above in this Section.

      Complimentary Admission allocations are typically not made for Applicable Coaches in sports other than Men's Basketball to attend Home UNC Men's Basketball Games.

    3. Procedures for Applicable Coaches in Women's Basketball and Their Guests at Non-Postseason Home UNC Women's Basketball Games

      The procedures below shall apply for Applicable Coaches in Women's Basketball and guests thereof receiving Complimentary Admission to any non-postseason Home UNC Women's Basketball Game.

      1. The Women's Basketball Office will prepare the full legal names of Applicable Coaches (including both the first and last names) who will be attending each particular non-postseason Home UNC Women's Basketball Game. These names must be submitted to the Ticket Office and Compliance Office on completed Complimentary Inventory Request Forms or by means of another manner approved in advance by the Compliance Office and Ticket Office Manager. Submission of the name of the team or school represented by each Applicable Coach is preferable. It is also preferable that such names be submitted by noon on the day of each respective weekday non-postseason Home UNC Women's Basketball Game or by noon on the Friday before any non-postseason Home UNC Women's Basketball Game scheduled on a Saturday or Sunday.
      2. Applicable Coaches desiring to be included on the aforementioned submissions prepared by the Women's Basketball Office before each non-postseason Home UNC Women's Basketball Game must contact the Women's Basketball Office directly to request inclusion.

      1. The Baseball Office will prepare the full legal names of Applicable Coaches (including both the first and last names) who will be attending each particular non-postseason Home UNC Baseball Game. These names must be submitted to the Ticket Office and Compliance Office on completed Complimentary Inventory Request Forms or by means of another manner approved in advance by the Compliance Office and Ticket Office Manager. Submission of the name of the team or school represented by each Applicable Coach is preferable. It is also preferable that such names be submitted by noon on the day of each respective weekday non-postseason Home UNC Baseball Game or by noon on the Friday before any non-postseason Home UNC Baseball Game scheduled on a Saturday or Sunday.
      2. Applicable Coaches desiring to be included on the aforementioned submissions prepared by the Baseball Office before each non-postseason Home UNC Baseball Game must contact the Baseball Office directly to request inclusion.
      3. For each non-postseason Home UNC Baseball Game, only a limited number of Complimentary Admissions for Applicable Coaches and guests thereof shall be available. No Applicable Coach shall receive more than two Complimentary Admissions (one Complimentary Admission for the Applicable Coach and one Complimentary Admission for a guest of the Applicable Coach) for any non-postseason Home UNC Baseball Game.
      4. All Complimentary Admissions for Applicable Coaches and guests thereof at non-postseason Home UNC Baseball Games will typically be provided at the Boshamer Stadium Ticket Office.
      5.     5. Procedures for Applicable Coaches in Men's and Women's Soccer and Their Guests at Non-Postseason Home UNC Soccer Games

      The procedures below shall apply for Applicable Coaches in Men's and Women's Soccer and guests thereof receiving Complimentary Admission to any non-postseason Home UNC Soccer Game in the respective sport coached by the Applicable Coach.

      1. The Men's or Women's Soccer Office, as appropriate, will prepare the full legal names of Applicable Coaches (including both the first and last names) who will be attending each particular non-postseason Home UNC Soccer Game in their respective sport. These names must be submitted to the Ticket Office and Compliance Office on completed Complimentary Inventory Request Forms or by means of another manner approved in advance by the Compliance Office and Ticket Office Manager. Submission of the name of the team or school represented by each Applicable Coach is preferable. It is also preferable that such names be submitted by noon on the day of each respective weekday non-postseason Home UNC Soccer Game or by noon on the Friday before any non-postseason Home UNC Soccer Game scheduled on a Saturday or Sunday.
      2. Applicable Coaches desiring to be included on the aforementioned submissions prepared by the Men's or Women's Soccer Office before each non-postseason Home UNC Men's or Women's Soccer Game must contact the Men's or Women's Soccer Office (as appropriate) directly to request inclusion.
      3. For each non-postseason Home UNC Soccer Game, only a limited number of Complimentary Admissions for Applicable Coaches and guests thereof shall be available. No Applicable Coach shall receive more than two Complimentary Admissions (one Complimentary Admission for the Applicable Coach and one Complimentary Admission for a guest of the Applicable Coach) for any non-postseason Home UNC Soccer Game.
      4. All Complimentary Admissions for Applicable Coaches and guests thereof at non-postseason Home UNC Soccer Games will typically be provided at the Carmichael Arena Ticket Office or at Fetzer Field.
      5. Upon presenting a valid form of photo identification, each Applicable Coach and guest thereof shall be required to sign a Pass List that will be subsequently maintained and filed by the Ticket Office.     6. Procedures for Applicable Coaches in Men's Lacrosse and Their Guests at Non-Postseason Home UNC Men's Lacrosse Games

      The procedures below shall apply for Applicable Coaches in Men's Lacrosse and guests thereof receiving Complimentary Admission to any non-postseason Home UNC Men's Lacrosse Game.

      1. The Men's Lacrosse Office will prepare the full legal names of Applicable Coaches (including both the first and last names) who will be attending each particular non-postseason Home UNC Men's Lacrosse Game. These names must be submitted to the Ticket Office and Compliance Office on completed Complimentary Inventory Request Forms or by means of another manner approved in advance by the Compliance Office and Ticket Office Manager. Submission of the name of the team or school represented by each Applicable Coach is preferable. It is also preferable that such names be submitted by noon on the day of each respective weekday non-postseason Home UNC Men's Lacrosse Game or by noon on the Friday before any non-postseason Home UNC Men's Lacrosse Game scheduled on a Saturday or Sunday.

      4. All Complimentary Admissions for Applicable Coaches and guests thereof at non-postseason Home UNC Men's Lacrosse Games held at Fetzer Field will typically be provided at the Carmichael Arena Ticket Office or at Fetzer Field. All Complimentary Admissions for Applicable Coaches and guests thereof at non-postseason Home UNC Men's Lacrosse Games held at Kenan Stadium will typically be provided at Gate 3 of Kenan Stadium.
      5. Upon presenting a valid form of photo identification, each Applicable Coach and guest thereof shall be required to sign a Pass List that will be subsequently maintained and filed by the Ticket Office.   1. Complimentary Admissions may not be provided for Prospective Student-Athletes, family members of Prospective Student-Athletes, and Applicable Coaches or guests thereof at Away UNC Athletic Events, Neutral Site Games, Conference Tournament Games, NCAA Tournament Games, Bowl Games, and other UNC Postseason Competition Events.

Q. Complimentary Admissions at Home UNC Athletic Events for Members of the Band and Spirit Squads

1. Performing Members

Uniformed members of the UNC band and spirit squads will be admitted to Home UNC Athletic Events and other UNC athletic contests at which they are performing.

2. Guests of Cheerleading Team Members at Home UNC Athletic Events

  1. Each performing member of the UNC Cheerleading Team will be allocated two Complimentary Admissions to provide to guests at each Home UNC Football Game and Home UNC Men's Basketball Game at which they are performing.
  2. The full legal name (including both the first and last names) of each guest of a UNC cheerleader must be submitted to the Ticket Office by the applicable deadline in a manner approved in advance by the Compliance Office and Ticket Office Manager. All Complimentary Admissions for guests of UNC Cheerleaders at Home UNC Football Games will typically be provided at Gate 3 of Kenan Stadium. All Complimentary Admissions for guests of UNC Cheerleaders at Home UNC Men's Basketball Games will typically be provided at Gate D of the Dean E. Smith Center.
  3. Upon presenting a valid form of photo identification, each guest of a UNC Cheerleader shall be required to sign a Pass List that will be subsequently maintained and filed by the Ticket Office. After signing the Pass List, a Ticket Stub, hand stamp, or wristband (or other similar item) will be issued to the individual as a means of providing their Complimentary Admission. No Hard Ticket will be provided as a means of Complimentary Admission for any guest of a UNC Cheerleader. Each recipient of a Complimentary Admission must immediately enter the venue and will not be permitted to exit and reenter. Admission for guests of UNC Cheerleaders by means of the Pass List will typically begin at the same time the general public is permitted to enter the venue.

3. Complimentary Admissions for guests of UNC Cheerleaders at other Home UNC Athletic Events, Away UNC Athletic Events, Neutral Site Games, Conference Tournament Games, NCAA Tournament Games, Bowl Games, and other UNC Postseason Competition Events

Complimentary Admissions for guests of UNC Cheerleaders at other Home UNC Athletic Events, Away UNC Athletic Events, Neutral Site Games, Conference Tournament Games, NCAA Tournament Games, Bowl Games, and other UNC Postseason Competition Events may be provided based on availability. Any such Complimentary Admissions shall be provided at appropriate locations based on the applicable venue.

  1. The full legal name (including both the first and last names) of each guest of a UNC cheerleader must be submitted to the Ticket Office by the applicable deadline in a manner approved in advance by the Compliance Office and Ticket Office Manager.
  2. Upon presenting a valid form of photo identification, each guest of a UNC Cheerleader shall be required to sign a Pass List that will be subsequently maintained and filed by the Ticket Office. After signing the Pass List, a Ticket Stub, hand stamp, or wristband (or other similar item) will be issued to the individual as a means of providing their Complimentary Admission. No Hard Ticket will be provided as a means of Complimentary Admission for any guest of a UNC Cheerleader. Each recipient of a Complimentary Admission must immediately enter the venue and will not be permitted to exit and reenter.

R. Sport Program Complimentary Admissions at Home UNC Athletic Events

1. Program Guests

For purposes of this Section and the following Section, any individual receiving Inventory from an amount of Inventory allocated for a specific sport program as the sport program's allotment for a particular UNC athletic contest shall constitute a "Program Guest." Among others, the individuals below thus may each constitute a "Program Guest" and, collectively, "Program Guests."

  1. Applicable Coaches as defined above in this Policy;
  2. Individuals associated with a Prospective Student-Athlete (for Men's Basketball only);
  3. Former student-athletes;
  4. Professional scouts; and
  5. Other guests of the UNC sports program or team.

2. Allocations

At each applicable Home UNC Athletic Event, the Department of Athletics shall provide a specified number of Complimentary Admissions for Program Guests of the participating UNC athletic team. The Prescribed Allotment of Tickets actually provided to coaches and program staff members (sometimes this may be less than the maximum Prescribed Allotment permissible under this Policy) shall be deducted from the total number of Complimentary Admissions allocated to each program. No additional Complimentary Inventory may be provided to Program Guests without the prior approval of the Compliance Office and (1) Director of Athletics, (2) Ticket Office Supervisor, or (3) Ticket Office Manager. Additionally, provisions in other Sections of this Policy limiting Inventory which may be provided to certain individuals who may also constitute "Program Guests" shall also apply for purposes of this Section.

3. No Hard Tickets Provided in Advance for Program Guests

No UNC sport program or individual associated therewith (including, but not limited to, any: volunteer, Graduate Assistant, coach, sport administrator, other Employee, or any other person affiliated with any UNC team in any way) may provide any Hard Ticket(s) from the sport program's Complimentary Admission allocation to any Program Guest(s) or guest(s) thereof in advance of a Home UNC Athletic Event. All Program Guests and guests thereof receiving Complimentary Admission should be admitted through the procedures described below in this Section unless an exception is specifically approved by the Compliance Office.

4. Sport Program and Program Guest Complimentary Admission Requests

Any UNC sports program or individual associated therewith wishing to provide Complimentary Admission to any Program Guest or guest thereof must first submit to the Compliance Office a completed Department of Athletics Complimentary Inventory Request Form (or submit such request in another manner approved in advance by the Compliance Office). It is preferable for each such request to be submitted to the Compliance Office by the UNC sport program at least twenty-four hours prior to the beginning of the athletic contest for which Complimentary Admission is requested, although sometimes such timing is not feasible.

The Compliance Office and (1) Director of Athletics, (2) Ticket Office Supervisor, or (3) Ticket Office Manager must approve any such requests for Program Guest Complimentary Admissions from sport programs or individuals making requests on behalf of a sport program.

  1. Applicable Coaches and individuals associated with Prospective Student-Athletes in Men's Basketball may only receive a maximum of two Complimentary Admissions to any non-postseason Home UNC Athletic Event.

5. Redemption of Program Guest Complimentary Admissions

  1. Once approved as required above, the appropriate seat locations will then be assigned to satisfy the applicable sport program's requests.
  2. Each Program Guest and guest thereof will typically receive their Complimentary Admission on the day of the applicable Home UNC Athletic Event at the appropriate venue and location listed below:

    1. Gate 3 of Kenan Stadium or the Hall of Honor in Kenan Football Center for Home UNC Football Games;
    2. Either Gate D or the Basketball Office of the Dean E. Smith Center for Home UNC Men's Basketball Games;
    3. The Carmichael Arena Ticket Office for Home UNC Women's Basketball Games;
    4. The Boshamer Stadium Ticket Office for Home UNC Baseball Games;
    5. The Carmichael Arena Ticket Office or Fetzer Field for Home UNC Soccer Games;
    6. The Carmichael Arena Ticket Office or Fetzer Field for Home UNC Men's Lacrosse Games played at Fetzer Field; or
    7. Gate 3 of Kenan Stadium for Home UNC Men's Lacrosse Games played in Kenan Stadium.
  3. Upon presenting a valid form of photo identification, each Program Guest and guest thereof shall be required to sign a Pass List that will be subsequently maintained and filed by the Ticket Office.

    1. Late Arriving Guests
      If all members of the primary Program Guest's group are not present to enter the venue at the same time, the Program Guest may print the name(s) of his or her remaining guest(s) on the Pass List. Upon their arrival, each such guest will be asked to provide their photo identification, print their full name, and sign the Pass List.
  4. After signing the Pass List, a Ticket Stub, hand stamp, or wristband (or other similar item) will be issued to the individual as a means of providing their Complimentary Admission. No Hard Ticket will be provided as a means of Complimentary Admission for any Program Guest or guest thereof. Each recipient of a Complimentary Admission must immediately enter the venue and will not be permitted to exit and reenter.

S. Program Guest Complimentary Admissions at Away UNC Athletic Events, Neutral Site Games, Conference Tournament Games, NCAA Tournament Games, Bowl Games, and Other UNC Postseason Competition Events

A member of the applicable sport program staff shall provide to the Compliance Office and Ticket Office the full legal name (including both the first and last names) of each Program Guest and guest thereof receiving any Inventory from a sport program allotment at any Away UNC Athletic Event, Neutral Site Game, Conference Tournament Game, NCAA Tournament Game, Bowl Game, or other UNC Postseason Competition Event. A list of such Inventory recipients shall be filed and maintained by the Ticket Office.

T. Policies and Procedures Shall Also Apply at Other Home UNC Athletic Events for which Tickets are Issued

From time to time, the Department of Athletics may choose to issue Tickets or other Inventory for other Home UNC Athletic Events than those described above in this Policy. In such instances, the provisions of this Policy shall be followed in a similar manner so as to facilitate efficient, accountable, and compliant Inventory sales and distribution for each such event.

U. Agents, Advisors, Other Professional Representatives, and Representatives Thereof

No Complimentary Inventory of any kind may be provided by any student-athlete, coach, volunteer, Graduate Assistant, or other Employee to any sports agent, advisor, runner, other professional representative in the business of working with professional athletes, or any person affiliated with the business of any of the aforementioned individuals.

V. Retention of Documentation and Unused Inventory

The Ticket Office Manager shall be responsible for ensuring all documentation, filings, and records required throughout this Policy are properly created and maintained for a period of no less than five years after the date of their respective receipt and/or creation. Similarly, all Department of Athletics Complimentary Inventory Request Forms and unused Inventory shall be filed appropriately and maintained by the Ticket Office for a period of no less than three years.

  1. All documentation, records, and other information created hereunder shall be subject to inspection and audit. These records may be used to verify compliance with applicable legislation and various governing authorities' regulations. Any such documentation, records, and information shall, upon request, be immediately provided to the Compliance Office, Ticket Office Supervisor, or Director of Athletics by the Ticket Office Manager.

W. Circumstances in which Reentry Restrictions are not Applicable

The reentry restrictions set forth in this Policy shall not apply in the event of evacuations or relocations of patrons due to severe weather or other circumstances impacting overall game operations.

X. Violations of this Policy

1. Responsibilities of the Ticket Office Supervisor and Compliance Office when in Receipt of Information about Potential Misuse of Inventory

Upon receipt of information regarding any potential sale of Complimentary Inventory, any Inventory data abnormality, or other indication of potential misuse of Inventory, the Ticket Office Supervisor and/or Compliance Office shall notify the Director of Athletics so that appropriate subsequent measures may be taken to investigate the information and address any improper conduct.

2. Corrective Measures

Any violation of this Policy shall constitute a violation of institutional directives. This may subject the offending Employee to corrective measures including, but not limited to: loss of Complimentary Inventory privileges, suspension, termination, or other sanctions that may be issued by the Director of Athletics and/or applicable legislative entities.

  1. Any Employee found to have sold, bartered, or otherwise exchanged for anything of value any Complimentary Inventory provided to them shall, at a minimum, permanently lose any future access to Complimentary Tickets and Complimentary Admissions.
  2. Any Employee who provides any Complimentary Inventory from their Prescribed Allotment to any other individual who is found to have sold, bartered, or otherwise exchanged for anything of value any such Complimentary Inventory shall, at a minimum, lose their access to any Complimentary Tickets or Complimentary Admissions for one year.

Y. Changes to This Policy

No change, modification, revision, or edit to this Policy shall be permitted or valid without the approval of the Director of Athletics.

Z. Exceptions to This Policy

The Director of Athletics shall have the sole authority to grant exceptions to this Policy. Any such exceptions provided by the Director of Athletics shall be reported to the Compliance Office.

AA. Conflicts

In the event any conflict arises between any provision(s) of this Policy and applicable legislation (including, but not limited to: NCAA or ACC rules, federal laws, and laws of the State of North Carolina), the terms of such legislation shall govern.
