State Courier Service

The University participates in a system providing courier service between city, county, and state agencies. This service was established in an effort to reduce postage costs among state agencies.

The current fee for courier service is 65% of U.S. First Class mail rates. There is also a $10.00 handling fee for any single package that weighs over 50 pounds. An additional special handling fee of $5.00 will be charged for Bio-Hazard material.

Pickup and Delivery Schedule

Mail for the Courier Service is picked up at the Campus Mail Center in the Bioinformatics Building at the end of each business day and delivered to participating agencies in Raleigh the next day. Mail addressed to other participating cities will be picked up each evening and delivered the evening of the following day.

Permissible Items

All first-class type mail, small parcels, and computer print-out type data may be sent via the State Courier Service.

Bulk Mailing Requirements

Departments sending large volume of bulk mailings via the State Courier Service are responsible for the proper sorting, bundling, and packaging of the mailing so the University will receive the lowest charge possible from the Courier Service. Call University Mail Services at 919-962-1139 for the requirements and advice on bulk mailings.

Procedure Description

The State's courier service, established to reduce postage costs for mail going among city, county, and State agencies, can be used by any University department. Courier service mail is collected and distributed by University Mail Services. Any first class–type mail and computer printout–type data can be mailed through the State Courier Service by attaching a postage charge slip to the mail and placing in a campus mailbox.

Procedure

  1. Address mail. The six-digit State Courier box number of the sending agency (Carolina is 17-61-04) or office, as well as the six-digit box number of the recipient, must be clearly legible on the outside of each package or letter. Do not use U.S. Postal Service box numbers or zip codes when addressing state courier mail.   2. Place postage charge authorization slip on bundles of mail. A postage charge authorization slip, with bar-coded account number, must accompany each piece or bundle of courier mail. You can print a copy of this form with your barcode through the University Mail Services website at: https://apps.fo.unc.edu/mail/postage-charge-authorization-slips/
  3. State courier mail is to be bundled and rubber-banded separately from outgoing U.S. mail, campus mail, and pre-stamped mail.
  4. Bulk mailings to be processed through the State Courier Service must be properly sorted, bundled, and packaged by the sending department. Call University Mail Services at 919-962-1139 for advice.
  5. Place mail for pickup in a campus mailbox. Courier mail is picked up by University Mail Services on the regular delivery and pickup schedule. Incoming courier mail is delivered on the regular campus delivery routes.
