Introduction

Purpose

Performance appraisals align employee responsibilities and performance expectations with the priorities of the work unit and with the initiatives of the University of North Carolina at Chapel Hill’s ("UNC-Chapel Hill" or "University") strategic plan. A defined performance appraisal cycle provides managers and employees an opportunity to regularly assess employee success toward meeting these operational needs and their own professional development goals. As such, this Policy outlines the requirements for managers to provide an annual performance appraisal to covered employees.

Scope of Applicability

This Policy applies to SHRA and EHRA Non-Faculty employees and their managers except as noted within this Policy.

Policy

Policy Statement

Except as otherwise noted in this Policy, managers must provide a written performance appraisal annually for their SHRA and EHRA Non-Faculty employees. The performance appraisal cycle is April 1 through March 31.

SHRA Employees

UNC System requirements for performance appraisals for SHRA employees are outlined in the UNC System University SHRA Performance Appraisal Policy.

EHRA Non-Faculty Employees

UNC System requirements for performance appraisals for EHRA Non-Faculty employees are outlined in the Regulation on Annual Performance Appraisals for Staff Exempt from the North Carolina Human Resources Act (EHRA Non-Faculty).

The Performance Management page of the UNC-Chapel Hill HR website provides guidance on how to complete performance appraisals.

Exceptions

  1. Employees in position types that follow an alternative performance appraisal procedure, including:
    1. EHRA Non-Faculty employees at the level of chancellor, provost, vice chancellor, dean, or substantially similar titles, and any other individuals subject to Section 300.1.1.I.A. of the UNC System Policy Manual.
    2. Athletic directors, head coaches, and associate and assistant coaches.
    3. EHRA employees who concurrently hold tenured faculty appointments.
    4. Post-doctoral scholars.
    5. Center and Institute Directors that report to the Office of the Provost as outlined in the Guidelines for Review of Center and Institute Directors.
  2. Employees receiving probationary performance reviews, including:
    1. Part-time, full-time, and time-limited SHRA permanent employees employed with the state of North Carolina for less than six months (on or after October 1) prior to the end of the performance appraisal cycle (March 31).
    2. Employees who transferred from an EHRA-NF position within the University to an SHRA position within the University less than six months (on or after October 1) prior to the end of the performance appraisal cycle (March 31).
    3. Employees who transferred from an EHRA-NF position with another state institution to an SHRA position within the University less than six months (on or after October 1) prior to the end of the performance appraisal cycle (March 31).
  3. EHRA-NF employees employed with the University for less than six months (on or after October 1) prior to the end of the performance appraisal cycle (March 31).
  4. Employees who transferred from an SHRA position with a state agency or institution to an EHRA-NF position within the University less than six months (on or after October 1) prior to the end of the performance appraisal cycle (March 31).
  5. Temporary employees, including student employees, and other non-benefits eligible EHRA employees.
  6. Employees who separate from University employment prior to the end of the performance appraisal cycle (on or before March 31).
  7. Employees who are on a leave of absence during the annual performance appraisal process (March 15 - June 3); managers must conduct an annual appraisal for performance-eligible employees upon the employee’s return from leave.
  8. Employees with a performance-eligible secondary appointment but whose primary appointment does not require a performance appraisal under this Policy.
