Title
University of North Carolina at Chapel Hill Finance Policy 1102 Policy on Employee Time Records
Introduction
Purpose
Time Information Management (TIM) interfaces with various existing University business applications through ConnectCarolina. The system automates time reporting for payroll and special events, and centralizes the leave reporting system. The TIM system is used for:
- Tracking leave by University 12 month permanent faculty and permanent staff as granted by State or University System policy,
- Tracking hours worked by hourly paid permanent FLSA non-exempt staff, students and temporary employees.
- TIM approvers to monitor and approve time worked and leave taken by their employee(s).
TIM offers the University's management the ability to manage time and leave on a real-time basis by providing tools and alerts to allow efficient handling of day-to-day situations that affect the campus unit's staffing, scheduling, and time reporting. University employees have immediate access to accurate and current leave data and time worked and the system provides employees a reliable process for their use.
Scope
This policy applies to all employees of the University paid for hours worked (hourly employees) and all employees earning and taking leave tracked in TIM (permanent 12 month faculty, permanent SHRA and EHRA employees), TIM approvers of those employees, and administrative units processing employee compensation.
Policy
Policy Statement
In upholding the requirements of the Fair Labor Standards Act (FLSA) and the State policy regarding hours of work and overtime compensation, the University has established wage-hour provisions applicable to all SHRA and EHRA hourly paid employees. This includes those employees required to complete an online timecard within TIM, known as the Employee Time Record. The completion of an online Timecard within TIM is required as outlined in Finance Related Data 1102.1rd.
Employee Expectations Each Pay Period
All employees who are paid by hours worked are expected to record hours in TIM by their assigned method, and review and approve each timecard.
All employees who have leave granted by State of North Carolina or by University System Policy where the record is maintained in TIM are expected to enter leave, review and approve each timecard even if no leave occurred on the timecard.
TIM approvers, usually the employee’s supervisor but should be someone with knowledge of the employees work and leave activity, are expected to approve each timecard for their employees.
Sign Off is processed by the TIM Administrator. The hours worked within the employee's timecard are transmitted to the Payroll System following the end of the pay period for payment.
Exceptions
At times there may be discrepancies between Employee Timecard and Payroll reports. The procedure for reporting these exceptions is listed below.
