Pest Management services are provided by a professional licensed contractor and shall conform to all Federal, State, and Local Ordinances and Laws.
The Pest Management Contract is managed by the Pest Control Contract Administrator in the Building Services department. The Pest Control Contract Administrator shall have a minimum certification in structural pest control by the NC Department of Agriculture and Consumer Services.
The Residential Housing Support maintenance work unit manages the Pest Management services in-house under the direction of the Housing Support maintenance manager. Its program is limited to the use of "non-restricted" pesticides. Certification to perform structural pest control by the NC Department of Agriculture and Consumer Services is the minimum qualification for the applicator. In the event "restricted" pesticides are required in Housing Support, they will only be applied by the licensed contractor under contract with UNC.
Application
This policy shall apply to all University owned and operated facilities. Departments violating this policy will be responsible for all costs associated with correcting any non-compliant work.
- Animal Housing areas – Any chemicals used in these areas require prior approval by the Contract Administrator and the Director of the Division of Laboratory Animal Medicine.
- Food Services areas - These areas will be serviced 26 times a year by the licensed contractor under contract with UNC.
Process
To control pests and minimize the use of pesticides, it is necessary to employ a comprehensive program approach that integrates housekeeping, maintenance, and pest control services. This method of pest control is often referred to as Integrated Pest Management (IPM). The primary goal of an IPM program is to prevent pest problems by managing the facility environment to make it less conducive to pest infestation. Along with limited applications of pesticides, pest control is achieved through proactive operational and administrative intervention strategies to correct conditions that foster pest problems. In the event that the IPM methods do not provide acceptable results, traditional pesticide treatments may be used with adequate measures to assure the safety of application. This process allows the use of more potent pesticides when other treatments fail to provide desired results. Use of all pesticides will follow all Federal, State, and Local Ordinances and Laws.
EHS will be notified of spray treatment of any large occupied area prior to application.
Service Requests
The Pest Control Program provides routine monitoring for pest presence and the targeted use of appropriate pesticides, rather than simply routine preventive spraying without identifying a need for the use of pesticides.
If these routine services fail to prevent adequate pest control a service call should be made for additional inspections and treatments.

Definitions
Pest Management – The control of indoor populations of commensal rodents, insects, arachnids, and other arthropods.
Integrated Pest Management (IPM) – IPM is a process for achieving long-term, environmentally sound pest suppression and prevention through the use of a wide variety of technological and management practices. This process allows the use of more potent pesticides when other treatments fail to provide desired results. Use of all pesticides will comply with all Federal, State, and Local Ordinances and Laws.
Restricted Pesticides are EPA registered as restricted and labeled with a skull and crossbones. A license is required to purchase these pesticides.
Non-Restricted Pesticides are not registered as "restricted" by EPA. General use pesticides do not require a license to purchase.
