Introduction

Purpose

This policy establishes the internal administrative structure of the Department of Music, defining its leadership roles, divisions, committees, and procedures for governance. Its purpose is to provide clear guidance on how the department is organized and how academic and operational responsibilities are assigned and carried out.

Scope

This policy is intended for faculty and administrative leaders within the Department of Music at the University of North Carolina at Chapel Hill ("UNC-Chapel Hill").

Policy

I. Music Department Structure

  1. The faculty of the Department shall consist of: professors, associate professors, assistant professors, instructors, fixed-term faculty in clinical or lecturer positions or as ensemble directors, adjunct faculty, and, ex officio, the Music Librarian if not holding another position in the Department. General voting rights will follow the principles of The Faculty Code of University Government in force at any given time.
    • [Note: According to The Faculty Code of University Government, March 2007, §1.4: all tenured and probationary faculty are eligible to vote, as is any fixed-term faculty member whose position is for not less than 75% of an equivalent full-time position and is not an adjunct or visiting appointment, whose duties including teaching, research (or equivalent creative activity), or both, and whose actual or anticipated length of service is at least three years.]
  2. For purposes of administration, the Department shall fall into two divisions: the Academic Studies Division, which consists of faculty involved in musicology broadly conceived (music history, music theory, ethnomusicology, cultural and critical studies, aesthetics, etc.); and the Performance, Composition, and Music Education Division (PCME), which consists of faculty involved in performance, composition, and music education.

II. Officers, Appointment and Terms, and Duties

  1. The Officers of the Department shall be:
    1. a Chair;
    2. two Associate Chairs, one from each division, who will normally also serve as Directors of Graduate Studies as required by the graduate programs in operation at the time;
      • In the event of an Associate Chair delegating the position of Director of Graduate Studies, any such Director of Graduate Studies will be deemed an additional officer of the Department.
    3. a Director of Undergraduate Studies;
    4. an Equal Employment Opportunity Officer.
  2. The officers of the Department shall be appointed or elected as follows:
    1. The Dean of the College of Arts and Sciences will appoint the Chair after consultation with the faculty in the manner the Dean will prescribe.
    2. The Chair will appoint Associate Chairs for the respective divisions to serve normally for a renewable term of three years, after an advisory ballot to be conducted separately by each division. Each division will follow its own procedures for balloting, with numerical results reported to the voting members of that division as well as to the Chair.
    3. The Directors of Graduate Studies (if not Associate Chairs) and of Undergraduate Studies are appointed by the Chair, normally for a term of three years; the appointment is renewable. If needed, an Assistant Director of Undergraduate Studies may be appointed by the Chair in consultation with the Director of Undergraduate Studies.
    4. The Equal Employment Opportunity Officer is appointed by the Chair normally for three years; the appointment is renewable.
  3. The officers of the Department shall act as follows:
    1. The duties of the Chair are laid down by the Dean of the College of Arts and Sciences. The Chair is an ex officio member of both divisions of the faculty and of all committees. The Chair shall be committed to the work of all areas of the Department and actively involved in the total program of the Department in order to be able to articulate the concerns of all areas and advocate the study of music to the University and the community at large.
    2. The Associate Chairs for Academic Studies and for Performance, Composition, and Music Education shall advise the Chair of the Department in all matters relative to their divisions and, where requested by the Chair, to the Department as a whole, shall exercise such executive authority as shall be delegated to them, and shall themselves delegate authority for matters pertaining to their divisions. They shall preside over meetings of their divisions. They shall also be eligible to serve as Acting Chair in the temporary absence of the Chair when called upon to do so.
    3. The Directors of Graduate and of Undergraduate Studies shall supervise all operational aspects of the programs under their purview—including advising and registration—and shall advise the Associate Chairs and the Chair on curricular and similar developments therein.
    4. The Equal Employment Opportunity Officer (EEOO) must be a full professor in the Department who is familiar with the UNC-Chapel Hill EEO policies, is committed to their goals, and is willing and able to carry out their provisions in the Department, and to advise the Chair on related matters coming under this domain.

III. Other Administrative Positions

The Chair, in consultation with the Associate Chairs, will appoint faculty members to other administrative positions as required, such as Directors of Graduate and Undergraduate Admissions, Department Honors Advisor, Area Heads, Recording Secretaries for faculty and divisional meetings, etc.

IV. Advisory Committee

The Advisory Committee facilitates communication between the Chair and the Faculty while encouraging communication among all members of the faculty. It provides a forum for views from all faculty ranks and offers support and advice to the Chair in administering the department.

The Advisory Committee normally consists of eight members: the Chair, the two Associate Chairs, and five additional faculty members. Each division elects one member from its division, and the Chair, in consultation with the Associate Chairs, appoints up to three members. The five additional faculty members serve one-year terms and are selected in such a way as to ensure appropriate representation of the creative and scholarly activities embraced by the Music Department, as well as a variety of tenured, untenured, and fixed-term faculty. In order to ensure effective communication, minutes of meetings of the Advisory Committee will be circulated to all faculty in a timely manner.

V. Committees

  1. The Department will benefit from such committees as are deemed necessary for its operation and for collective engagement. Appointments to all Department committees are made by the Department Chair in consultation with the Associate Chairs, in cognizance of the need for appropriate divisional representation, and according to the terms of reference of each committee. The following is a list of standing committees, plus details of their normal membership.
    • Carolina Symposia in Music and Culture: a graduate-student run committee having one member of the Academic Division, acting as a faculty consultant, and three graduate-students to be elected from the graduate-student body. The membership, and its succession, will be constituted so as to enable the operation of the symposia in a given year as well as forward planning for, and eventual operation of, the following year’s events.
    • Concerto Committee: three members from PCME (one of whom will serve as chair) and the Director of the UNC Symphony Orchestra. Further members will be selected so as to ensure appropriate representation of the various areas of the Department’s performance activities.
    • Concerts Committee: one member of the PCME Division (chair); other faculty members to include one member of the Academic Division; one representative of the Undergraduate Music Forum.
    • Curriculum Committee: Department Chair (chair), Associate Chair for Academic Studies, Associate Chair for PCME, Directors of Graduate Studies and of Undergraduate Studies.
    • Facilities Planning Committee: Department Chair (chair), three faculty members selected to ensure cross-divisional representation, the Department’s Facilities Supervisor.
    • Faculty-Student Committee (Graduate Program): one member of the Academic Division (who is not the Director of Graduate Studies) and one graduate student (co-chairs), the Director of Graduate Studies, one additional member of the Academic Division, two additional graduate students. The three graduate-student representatives will include one student in the first year of the MA program, one student in the second year of the MA program or who has not yet defended her/his PhD proposal, and one student ABD. Student members will be elected by the student body.
    • Graduate Admissions and Financial Aid Committee: Director of Graduate Studies (chair), Director of Graduate Admissions, two members of the Academic Division, Associate Chair for Academic Studies (ex officio).
    • Graduation Committee: four faculty members selected to ensure cross-divisional representation.
    • Library Committee: one member of the faculty (chair), three other faculty members selected to ensure cross-divisional representation, one graduate student elected by the graduate-student body, the Music Librarian (ex officio)
    • Personnel and Salary Committee: Department Chair (chair), Associate Chair for Academic Studies, Associate Chair for PCME, Equal Employment Opportunities Officer, plus two full Professors elected one from each Division.
    • PhD Qualifying Examination Committee: one member of the Academic Division (chair) and two members of the Academic Division. The Director of Graduate Studies will not normally serve on this committee.
    • Study-Abroad Committee: one member of the faculty (chair), three other faculty members selected to ensure cross-divisional representation.
    • Technology Committee: one member of the faculty (chair), three other faculty members selected to ensure cross-divisional representation, the Department’s Facilities Supervisor, the Music Librarian, the OASIS representative for Music, one graduate student to be elected by the graduate-student body, one undergraduate student to be appointed by the Undergraduate Music Forum.
    • Undergraduate Admission and Scholarships Committee: one member of the PCME Division (chair); three members of the PCME Division representing (one each) the areas of Keyboard, Voice, and Strings; two members of the PCME Division representing the area of Woodwinds, Brass, and Percussion (one representing the flute, oboe, bassoon, clarinet, and horn studios; the other representing the saxophone, trumpet, trombone, euphonium, tuba and percussion studios); one member of the PCME Division representing Music Education; one member of the Academic Division; the faculty coordinator of the Kenan Music Scholars Program.
    • Undergraduate Music Forum: one member of the faculty (chair), one faculty member from a division other than that of the chair, undergraduate student representatives according to the constituencies defined by the Committee, the Director of Undergraduate Studies (ex officio).
  2. The Chair may appoint additional ad hoc committees as determined by need.
  3. The Associate Chairs may appoint such additional committees as are deemed necessary for the work of the divisions.

VI. Amendments

This structure may be amended by a two-thirds vote of the faculty.
