Title
University of North Carolina at Chapel Hill Procedure for SHRA Temporary to Permanent Change in Status Waiver
Introduction
Purpose
This procedure supports the SHRA Temporary Permanent Change in Status Waiver Policy by providing detailed instructions for departments and HR representatives to ensure compliance and consistency in the applicable waiver process.
Scope
This procedure applies to all direct hire temporary employees and University Temporary Services (UTS) employees working at UNC Chapel Hill that meet the requirements outlined in Section 8.1 of OSHR Recruitment and Posting of Vacancies Policy.
Procedure
The following steps outline the procedure to initiate and complete an SHRA Temporary to Permanent Change in Status Waiver.
- Identification of Opportunity: Department heads or managers identify potential SHRA temporary to permanent job opportunities based on staffing needs.
- Employee Review: The department attests to the temporary employee's satisfactory performance, attendance, and conduct, in collaboration with the HR Representative, in addition to ensuring they meet the state minimum requirements for an SHRA permanent position.
- Job Posting and Waiver Request: If a SHRA temporary to permanent job opportunity is identified and criteria identified in step 2 are met, the department submits a waiver in PeopleAdmin for the SHRA permanent position and attaches the current resume of the selected candidate on the Posting Specific Document page of the posting waiver. The department should also submit the SHRA Temporary to Permanent Waiver Attestation form found in the Forms section of the HR Toolkit. The Assistant Director of Employment reviews the waiver.
- Internal Application: If approved, the waiver status is updated to “Waiver Approved”. The temporary employee must apply for the position via the link to the job posting. The link will be sent to the HR Representative by the Talent Acquisition Partner.
- Selection Process: Approval for the SHRA permanent role is based on the employee meeting the criteria identified in Step 2 , however the SHRA temporary -to -permanent employee does not go through the same selection process as other internal candidates. If interviews and reference checks were conducted during the temporary recruitment selection process, they are not required again when moving to the SHRA permanent role. The hiring department submits the hiring proposal for the candidate, which must be approved by the Talent Acquisition Partner before a contingent offer can be made. After the hiring proposal is approved and a contingent offer has been made, the hiring department initiates a background check for the selected candidate. A background check must be satisfactorily completed and cleared from UNC Chapel Hill before a formal offer is extended, and the effective date of the SHRA permanent hire is established.
- Hiring Process: After the selection process is complete and the employee has accepted the formal offer, the HR Representative submits a Hire ePAR to transfer the employee from their temporary position into the SHRA permanent position. HR Representatives or Talent Acquisition Partners will provide a welcome letter which includes information on required new employee orientation.
Once hired into a permanent position, the employee will be subject to and will benefit from all applicable University policies, including policies specific to SHRA employees.
Exceptions
This policy is only applicable for SHRA positions.
