School of Government: Parking Policy
Introduction
Purpose
This policy document establishes the rules and priority order for how the School of Government allocates its limited parking permits among employees, and provides guidance on daily parking and visitor parking pass options. It also includes a philosophy statement explaining the reasoning behind the School's parking prioritization decisions.
Scope
This policy applies to School of Government employees seeking parking permits, as well as visitors, course participants, and guest instructors who need temporary parking at the Knapp-Sanders facility.
Policy

The School of Government's policy is to offer parking, for purchase by the individual employee, within its university allotment of permits and allotment of any available private parking in the following priority order:
- To 75% time or more permanent employees who are faculty, senior administrators, and division managers. If necessary, eligibility for parking permits within this category will be in order of earliest SOG permanent service date.
- To 75% time or more permanent employees in all remaining categories (EHRA Non-faculty, SHRA, etc.), in order of earliest SOG permanent service date.
- To permanent employees who work less than 75% time, in order of earliest SOG permanent service date.

Parking will be offered in descending order through the categories of eligibility, as long as spaces are available in the School's allotment. Assignments will be made first to the School's university allotment, and then to any private parking the School is able to arrange.
If the number of employees requesting parking exceeds the School's allotment of parking, individuals in lower categories of eligibility will be required to give up their parking permits in order to accommodate people in higher priority categories who qualify for parking. University permit holders will give up permits based on lowest ranking in the categories above. University permit holders may be called upon to give up permits during the permit year; generally, the School will provide two month's notice if a permit must be surrendered during the permit year.
If someone is eligible for a university parking permit through the SOG allotment process and chooses not to accept one, and all permits are allocated, the person must wait until the next annual parking permit allocation to claim a permit.
- The Dean or the Dean's designee may make exceptions to this policy.
- The Dean may reserve up to four spaces to assign at the Dean's discretion, outside the normal annual procedure.
- Faculty in phased retirement will be provided the option of purchasing parking for their continued work that requires them to be on campus.
Philosophy Statement on Parking
The School of Government prioritizes parking for guests who come to the School for training and advice, key parts of the School's mission. This limits the number of parking spaces left available to employees, and the demand for employee spaces exceeds the number of spaces remaining. The School of Government must therefore have a process for deciding who may purchase this scarce resource.
Because it is administratively impracticable to decide on a case-by-case basis, the School makes these decisions by category of employee. The first consideration is direct performance of the mission. Secondary considerations include certain travel requirements and the need for parking as a recruitment and retention tool for advanced positions.
Highest priority is given to faculty, all of whom advance the mission directly through teaching, advising, and creating scholarship. SOG faculty, as a group, are unlike other university faculty in that the School's mission requires that they be at work and accessible by the audiences we serve. Many university faculty come to the campus only to teach classes. We ask more than that of our faculty. Many of these employees are also required by their work to travel during the work day.
We also give priority to senior administrators and division managers. As in the case of faculty, providing access to parking is an important tool for recruiting and retaining these employees. They also may be called on to be at work at any time and be required to travel to campus meetings as part of their work, possibly with little notice. As in the case of faculty, these types of unpredictable or urgent travel requirements are not amenable to other workarounds.
Beyond these categories, we prioritize parking for employees based on how long they have worked at the School. We think that loyalty should be valued in this process more than time in service to the State or other parts of the university.
Daily Parking for Employees
Paid daily parking is available for employees who are not yet eligible for a full permit or who have chosen to not claim a full permit for a given annual parking permit allocation cycle. Employees must first register their vehicle with the Department of Public Safety via SOG Human Resources. Employees must then sign up and pay for any days that they plan to work in the building or otherwise require parking in the Knapp-Sanders Deck at https://unc.pmreserve.com/. Examples include:
- Employees with a flexible schedule needing to work in the building for any purpose
- Program managers or faculty/EHRA professionals managing or teaching in a course in the building
- Employees needing to work in the building before and/or after attending a work-related meeting or other appointment off-site
- Employees leaving their car to use a state vehicle to travel to an off-site course or meeting
Visitor Parking Passes
Temporary parking passes are available for School of Government visitors and should be requested by submitting the form at https://www.sog.unc.edu/webforms/parking-pass-request
Below are the approved use-cases for requesting a visitor parking pass. One of these categories must be selected on the request form:
- Course participants
- Guest instructors
- Visitors attending a meeting, participating in an interview, or attending a special event in the building, such as a mural viewing
Visitor parking passes are not available to School of Government employees, MPA students, or any other employee or student with a UNC affiliation. Employees who do not have a university-allocated parking permit in the Knapp-Sanders or Cobb Decks must utilize the paid daily parking option described above.
