I. Introduction

Purpose

The purpose of this Policy is to establish a uniform approach for parking validation at the UNC Adams School of Dentistry.

Scope

This Policy applies to all Adams School of Dentistry personnel, affiliates, and visitors (including those for the Dental Faculty Practice).

II. Definitions

  • Personnel - Refers to all Adams School of Dentistry employees (including but not limited to faculty, staff, residents, and federal work-study participants) and students (including but not limited to DDS, Dental Hygiene, and other advanced education trainees)
  • Affiliate - Refers to any other individual contributing to Adams School of Dentistry operations under the direct control or supervision of Adams Achool of Dentistry personnel. This classification includes Interns, Visiting Scholars, Volunteers, and Shadow Observers.
  • Visitor - Refers to any other individual present at the Adams School of Dentistry who is not classified as Personnel or an Affiliate. This classification includes patients, vendors, job interview candidates, and representatives from professional organizations.
  • Validation - Parking that is paid for by the Adams School of Dentistry or one of its departments.

III. Policy

A. Policy Statement

Parking may be validated only for eligible individuals. There are two approved methods for parking validation:

  1. Stamped tickets: for eligible individuals that have been pre-approved to receive validation
  2. Pre-paid coupons: purchased by the Departments for their discretionary use, provided this is done in a manner consistent with this Policy.

Due to the potential for abuse, the use of pre-printed paper slips are not permitted. As of this Policy's effective date, pre-printed paper slips will not be accepted by the parking attendants.

B. Eligibility

1. Personnel

Non-compensated adjunct faculty, as well as part-time compensated adjunct faculty (i.e., less than 1.0 FTE), are eligible for parking validation using stamped tickets when performing their job duties at the School. For further information on this process, see Section IV.

Full-time compensated employees (including adjunct faculty) are not eligible for parking validation. These individuals should apply to the School's Parking Coordinator to purchase an employee parking permit.

2. Affiliates

Affiliates are not eligible for parking validation using stamped tickets. Departments may use their discretion about whether to validate an Affiliate's parking using pre-paid coupons.

Visitors are not eligible for parking validation using stamped tickets. Departments may use their discretion about whether to validate a Visitor's parking using pre-paid coupons.

IV. Procedure for Validation Using Stamped Tickets

  1. For eligible individuals, Departments are responsible for submitting all required information to the School's Parking Coordinator before the beginning of each semester or throughout the year as needed.
  2. The eligible individual must display an "Affiliate Permit" while parked on campus. This permit must be obtained from the Parking Coordinator.
  3. The Parking Coordinator will maintain a list of approved individuals on the shared drive, Microsoft Office 365 cloud, or other appropriate means.
    1. This list will be accessible (read-only) by Departments and Clinical Affairs staff.
    2. Departments are responsible for checking this list periodically to verify that it is up-to-date. At minimum, the list will contain the eligible individual's name, PID, and department.
  4. The eligible individual must report to the Office of Clinical Affairs (Brauer 452) with their ticket to receive stamped validation. Clinical Affairs front desk staff will verify that the requester is on the approved list when asked to stamp a ticket. To minimize disruption to operations, eligible individuals are strongly encouraged to request validation prior to clinic.
    1. Clinical Affairs staff will not stamp validate parking for any individual whose name is not on the list.
      1. These individuals will be directed back to their home department, which may validate the individual's parking using a pre-paid coupon only if he or she is eligible under Section III-B.
      2. If the individual is not eligible under Section III-B, then the individual is responsible for paying the cost of parking.
    2. In the event that Clinical Affairs is closed or staff is unavailable, the requester may receive stamped validation at the Third Floor dispensary for the Predoctoral Clinics.
